5 Status of Freight transport on European highways

9 Advanced Validation of the Measurement
15 different validity check scenarios available in the WIM GUI: Kapsch WIM Validity Check System (VCS) enables Direct Enforcement. VCS evaluates the overall measurement accuracy – a 100% valid measurement means ready for Direct Enforcement. VCS is certified by the Czech and Russian Metrological Institute, based on the ASTM standard as well under type approval for USA (State of Indiana), France and Austria. In 2012 during 8 months test period vehicles over 3,5t were weighted. 2210 (~68% ) of vehicles measured with 100% Their average overload was 2t per vehicle Economic Benefits Direct impacts - fines for overloaded vehicles (in that one measuring point was identified for the eight months collection of 902,000 EUR => conservative Return on Investment is 3-4 months Indirect impacts – more haulers begin to follow proper load of vehicles, less investment is needed for the repair and reconstruction of the surface. => Long-term savings of millions Euros 11/18/2018 | SATC – Commercial Vehicle Enforcement

20 Conclusion Nowadays truck overloading and non-compliance is a serious problem with negative impacts on infrastructure, safety and environment and distorts competition between hauliers and transport modes. Trucking associations and carriers alike promote enforcement as a method towards improving or leveling the competitive playing field. Automated roadside safety inspection like Commercial Vehicle Enforcement leads to more safety and compliance on the roads with less financial resources. Automated roadside safety inspection will become an important part to avoid more uncontrolled heavy goods traffic, helps to save money in the maintenance of roads, reduce environmental impacts as well as provide a fair competition road for the future. 11/18/2018 | SATC – Commercial Vehicle Enforcement
