2 What is UCC? UCC stands for Uncompensated Trauma Care
Trauma care funding program enacted by House Bill (HB) 3588, 78th Texas Legislature Partial reimbursement to hospitals that incur bad debt/charitable care and cannot obtain reimbursement for care provided Available for hospitals that are designated or “in active pursuit” before the application deadline 11/18/2018

5 What is SDA and Add-On? Standard Dollar Amount (SDA)-A standardized payment amount calculated by HHSC for the costs incurred by prospectively-paid hospitals in Texas for furnishing covered inpatient hospital services Add-On: An amount that is added to the base SDA to reflect high-cost functions and services or regional cost differences 11/18/2018

6 SDA Trauma Add-On Senate Bill 7 from the 82nd Texas Special Legislative Session S(1) Transfer funds to HHSC to maximize the receipt of federal funds that HHSC receives under the medical assistance program Create a “trauma add on” for designated trauma facilities that qualify for Standard Dollar Amount (SDA) payments from HHSC Statute requires hospitals to be held harmless and receive at a minimum the amount disbursed using the DSHS funding methodology 11/18/2018

7 SDA Trauma Add-On Amount
To determine the trauma add-on amount, HHSC multiplies the base SDA: by 28.3 percent for hospitals with Level 1 trauma designation; by 18.1 percent for hospitals with Level 2 trauma designation; by 3.1 percent for hospitals with Level 3 trauma designation; or by 2.0 percent for hospitals with Level 4 trauma designation. 11/18/2018
