Network building philosophy As more as possible less different analyzers for the one measurement component 10% spare analyzers for one component (minimum 1) As less as possible changes of measurement site As less as possible changes of staff The same measurement conditions in different measurement sites Environmental Protection Agency 11/17/2018

Purpose – To promote the production of quality monitoring data – Provide a key foundation for current and future Agency monitoring policy Environmental Protection Agency 11/17/2018

7 Statement of Quality Measurement Policy for Air Quality management
DRAFT It is the policy of the EPA that we conform to ISO 17025:2000 quality standard requirements Environment Protection Agency (EPA) specializes in the ambient air monitoring measurements in accordance to contractual requirements Ministry of Environment. The prime objective of EPA is to provide Lithuanian public and government, EU commission and citizens with the measurement data to a level of quality that consistently conforms to EU directives requirements. Environmental Protection Agency 11/17/2018

8 Statement of Quality Measurement Policy for Air Quality management
DRAFT In order to meet this objective it is the policy of our Agency to effectively maintain the quality procedures outlined in our Quality Policy Manual, which is based on the ISO 17025:2000 International Quality Standard and complied to in all sections of our Operations Manual. We are committed to offer continuing support to our measurement data end users and to develop faster data presentation manner. Environmental Protection Agency 11/17/2018

9 Statement of Quality Measurement Policy for Air Quality management
DRAFT Compliance with the policies and procedures of our Quality System is mandatory for all members of our staff, each of whom will continue to be familiar with the requirements of this policy. As a government agency, we are committed to lead and support the development and maintenance of quality standards. Environmental Protection Agency 11/17/2018

Agency monitoring policy – Operator self-monitoring including ambient monitoring where necessary – Use of continuous monitoring systems Environmental Protection Agency 11/17/2018

11 The route to accreditation at Lithuanian Air Monitoring Network
Quality of monitoring – A number of concerns - price vs quality – Need good quality results – Monitoring systems and services fit for purpose Environmental Protection Agency 11/17/2018

Performance standards: – NO, NO2, SO2, CO, O3, PM10 & PM2.5, Pb and other metals, benzene, PAHs – Response time, repeatability, zero and span drift, accuracy, detection limit, linearity, cross sensitivity, influence of pressure and temperature, physical disturbance – Monitoring systems certified under EN45000/ISO17025 will meet the requirements of the Air Quality Daughter Directives and CEN Standards Environmental Protection Agency 11/17/2018

13 The route to accreditation at Lithuanian Air Monitoring Network
Directive requirements • Approval/certification of monitoring equipment • Competent authorities recognised by accreditation to EN45000/ISO17025 series of standards • Data quality objectives to be delivered by ambient air quality monitoring systems – Uncertainty • 15% for SO2, NO2, NOx, • 25% for particulate matter and lead – Minimum data capture of 90% Environmental Protection Agency 11/17/2018

14 The route to accreditation at Lithuanian Air Monitoring Network
Benefits of the Scheme • Formally recognised within the Lithuania and accepted internationally under EN45000/ISO17025 standards • Certified instruments fit for purpose as a means of demonstrating compliance with the Air Quality Directives • Gives users confidence that instruments are reliable and conform to published performance standards • Supports the supply of accurate and reliable monitoring data to regulators, Government and the public Environmental Protection Agency 11/17/2018
