6 CEDR objectives “NRAs face many challenges to provide the necessary sustainable and efficient road networks required to satisfy the mobility needs of its many users. Among these challenges is the need to reduce a range of environmental impacts associated with operating and maintaining such networks, including the requirement of EU and national legislation to monitor and minimise the impacts of road traffic noise. “ (CEDR 2013) Reduce the noise impacts of road traffic Minimise nuisance and adverse effects on neighbours Maximise the cost-effectiveness of measures without affecting other important factors Comply with EU and national legislation Try to ensure that these help achieve the objectives of the first point cost effectively. 7 2013 END CEDR recommendations
To minimise costs of EU noise mapping aim to ensure a simplified approach is adopted. The introduction of noise bands lower than 55 dB Lden and 45 dB Lnight will only add additional uncertainty and inaccuracy. Work with other noise mapping bodies across (rail, industry, cities etc.) to ensure cost sharing and access to relevant datasets. CEDR to make the costs of END available to European stakeholders Consider integrating the content of noise action plans into respective planning process or asset management programmes. Liaise with parties such as the vehicle and tyre manufacturers to formulate a combination of measures. For mitigating noise close to major roads, exploit low-noise pavements as a first option (most cost-effective). This can be used in combination with other measures such as traffic management.
