4 What is the LASNTG? Shared Service RSTG, WSTG, ESTG and FSTG
Design, Develop and Deliver Training on behalf of the 31 local authorities through collaboration with the sector QQI Approved Training Body Training Delivery using classroom, practical and e-learning methods 5 Regional Training Centres Level 5 Water Treatment Plant Operations (445 learners to date) Level 5 Wastewater Treatment Plant Operations (367 learners to date) Level 6 Site Suitability Assessment for on-site Wastewater Treatment Systems (124 learners to date) Very recently received approval for a Level 6 in Firefighting Operations

6 Training Delivery Internal, local authority and external trainers
Training providers framework for delivery of training 110 roads courses provided 298,508 person training days since establishment 23,082 person training days in 2017, 40% of these were delivered to roads staff 50% outreach in 2017 8% to the private sector in 2017 110 roads courses. Half of these are owned by LASNTG and the remainder are owned by other training bodies (25 of these are Solas. 12 RSA. 8 C&G).

8 Road and Transport Engineering
Collaboration between IT Sligo, LASNTG and DTTAS lead to the development of Level 9 postgraduate courses: Certificate in Road Maintenance Engineering and Network Management (72 completed to date) Diploma in Road and Transport Engineering (12 completed to date) Masters in Road and Transport Engineering (9 in progress) There are also a number of special purpose awards available within the Semester 1 and 2 Programme launched in 2014, Graduation 2017 On-line, part time programmes 72 have completed cert, 12 have completed diploma and 9 are currently completing their dissertation for the MEng Largest proportion coming from LA sector (approx 15%)

Post Grad Cert/SPAs: BEng (Hons) in Civil Engineering or equivalent. Applicants who do not meet the above can apply for Recognition of Prior Learning (RPL) LA’s must return nomination forms issued with the DTTAS circular to LASNTG by the end of next week

12 What’s New? Surface Dressing for Engineers Core: Optional Add-on:
1 day online 2 day classroom Optional Add-on: Surface Dressing - Series 900 Design and Contracts Surface Dressing for Engineers is a standalone programme, previously it was required to complete what was then called “Basic Surface Dressing” but now this is not required. Core course – IAT design approach Add-on – Series 900 design approach Surface Dressing for Operatives is a 1 day programme Noel and Jim will be speaking more about the IAT design approach in the afternoon

13 What’s New? Road Services Supervisor 6 day course
Customer Service and Legislation Structure and Roles of Road Authorities and of the Road Services Supervisor Asset Management Managing Teams Measuring, Cost Estimating and Planning Projects Programming, Managing and Supervising Works Classroom based course Knowledge, skill, attitude and competency to perform their role within the local authority Assets: road, structures, draining, street furniture Projects: direct labour and contractors

14 What’s New? Road Opening and Reinstatement
Both courses developed and piloted. Basic training now up and running in Ballycoolin, Stranorlar, Castlebar and Ballincollig and so far 94 local authority and 54 utility staff have been trained. Aiming for a mix of LA and Utility personnel for a successful experience. Along with the RMO we are working with the utilities to assess how many staff they will need trained in order to become compliant with the stipulations related to training that are set out in the purple book. Once an implementation date is put in place, we expect demand from the utility sector to increase

16 What is on the way? Temporary Traffic Management Training
Important changes to Temporary Traffic Management, particularly in relation to Roadworks Types and Road Classifications.  You may be aware from the DTTAS consultation process……..

17 What is on the way? Temporary Traffic Management Training
These changes necessitate updates to Chapter 8 of the Traffic Signs Manual as well as the Guidance Document for the Control and Management of Traffic at Roadworks (Ashbourne Document). Operations Guidance is also being introduced. Department of Transport have set up a Temporary Traffic Management Project Office to progress the update and development of guidance and this group are now also working on update of training courses in conjunction with LASNTG. Aidan and Jerry will explain the changes in the next presentation.

Solas Courses: CSCS – Health and Safety and Roadworks CSCS – Signing, lighting and Guarding LASNTG Design Courses: Temporary Traffic Management Design Temporary Traffic Management Level 3 Design LASNTG High Speed Courses: Temporary Traffic Management on High Speed Roads – Static Temporary Traffic Management on High Speed Roads - Mobile Temporary Traffic Management on High Speed Roads – IPV Traffic Management on Level 3 Roads - Supervision LASNTG Operative/Inspector Courses: Stop/Go Operator Temporary Traffic Signal Operator Traffic Management Inspection and Auditing TTM Design – Level 5&6 : name change to Level 3 due to new classifications Those courses highlighted in red are new courses Opportunity to improve the courses also In consultation with QQI with regard to an application for validation of the design, supervision and inspection programmes Consideration of RPL Training Material is due to be completed in the next 2 months with pilots in Q3 this year. Aidan and Jerry will give further details on the overall timeframe associated with the guidance documents

19 What is on the way? Surface Dressing – Binder Distributor
Will form part of a future suite of courses for operators Bridge Maintenance DTTAS guidance at development stage Inspection app at pilot stage Training will be developed to support this DMURS DTTAS are updating current manual with additional material Appropriate training will be developed Will form a suite of courses for operators – binder distributor, roller and chippings spreader Bridge Maintenance – pilot day of app after conference. Training: maintenance inspection (6 elements rating which will help prioritise engineering inspections) using app (rating). Engineering inspection (15 elements, less often) using the same app.

20 What is on the way? Surface Water Drainage for Engineers PSCI
Development of training planned PSCI Working group has been established to review existing training courses Course material will be updated as appropriate Existing Surface Water draining course is aimed at operatives. A course aimed at those involved in the design and planning of surface water drainage and construction works is planned. This is seen as a priority by DTTAS.

Validation of training courses Building on Quality Assurance Procedures Increasing pool of trainers GDPR compliance Launching a new LASNTG website Continuing to explore the options in terms of partnering with other education and training bodies including third level institutions Recognition and Validation of Training is becoming increasingly important and is becoming more in demand LASNTG are an approved QQI provider and that necessitates robust QA policies and procedures but more than that, we want to strive to improve all aspects of quality assurance as it applies to training development and delivery We are also eager to increase the number of available and suitable trainers within the sector so if this is something that you are interested in or if you have colleagues who you think would be suitable do not hesitate to let us know General Data Protection Regulation
