A SAS-based tool that is used to construct queries that are securely distributed to DataMarts from the Coordinating Center.
Can answer a variety of questions including patient counts and background rates
Inclusion/exclusion criteria based on diagnosis or procedure with a specified # of days from index procedure or diagnosis
Stratification by age, race or ethnicity

4. PMP1 example
What is the background rate (prevalence) of diabetes codes of interest among all patients with an encounter in 2014?
Numerator: Identify patients AGE 1-20 with SEX MALE OR FEMALE, NON-NULL RACE who have a DIAGNOSIS OF DIABETES in 2014.
Denominator: Identify patients AGE 1-20 with SEX MALE OR FEMALE, NON-NULL RACE who have a single encounter in 2014.
Calculation: Use the two values to calculate a background rate of DIABETES in the population in 2014.

5. PMP1 example – General Query Structure
Numerator: Identify patients in AGE GROUP with DEMOGRAPHIC VALUES who have a PX/DX CODE OF INTEREST in QUERY PERIOD.
Denominator: Identify patients in AGE GROUP with DEMOGRAPHIC VALUES who have a single encounter in QUERY PERIOD.
Calculation: Use the two values to calculate a background rate of EVENT OF INTEREST in the population in QUERY PERIOD.
