UNECE is one of the five UN regional commissions administered by ECOSOC. It was established in The UNECE Inland Transport Committee (ITC) facilitates the international movement of persons and goods by inland transport modes. 5 AGN Agreement The European Agreement on Main Inland Waterways of International Importance (AGN) - in force since 1999, has 19 Contracting Parties: Austria, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Republic of Moldova, Poland, Romania, Russian Federation, Serbia, Slovakia, Switzerland, Ukraine Most basic, strategic tool for the development in Europe of a coherent network of inland waterways and ports of international importance FRANCESCO DIONORI

7 ADN Agreement The European Agreement concerning the international carriage of Dangerous Goods by Inland Waterways (ADN) - in force since 2008, has 18 Contracting Parties: Austria, Belgium, Bulgaria, Croatia, Czech Republic, France, Germany, Hungary, Luxembourg, Netherlands, Poland, Republic of Moldova, Romania, Russian Federation, Serbia, Slovakia, Switzerland, Ukraine. The ADN aims at ensuring a high level of safety of international carriage of dangerous goods by inland waterways; contributing effectively to the protection of the environment by preventing any pollution resulting from accidents or incidents during such carriage; and facilitating transport operations and promoting international trade in dangerous goods. 9 How to become a Contracting Party
Steps HOW? UN member State submits "an instrument of accession, acceptance or approval" to the Secretary-General of the United Nations DECISION Accession only occurs when governments and other involved institutions provide their formal approval. For this to happen, government institutions should be informed of these instruments and convinced of their benefits.
