10 2 - Overview of New Critical Aircraft and Regular Use Determination AC (150/5000-17)

11 Overview

12 Definitions Critical Aircraft:
The most demanding aircraft type, or grouping of aircraft with similar characteristics, that make regular use of the airport. (500 annual operations)

13 What’s New? Required determination of existing and future critical aircraft. Elevating critical aircraft approval to be among forecast approvals and ALP approval.

14 Facility Requirements
Determinations Inventory Forecast Facility Requirements Alternatives Recommended Plan + ALP During the typical planning process Critical Aircraft Discuss when determinations are typically made. Crux of the entire planning process is during the forecast and critical aircraft determination! Elevating critical aircraft approval to be among forecast approvals and ALP approval.

15 Determinations Existing Critical Aircraft: Note:
Operations count by aircraft make and model for the most recent 12-month period of activity available. Reliable and credible data sources for documenting aeronautical use: IFR data from the TFMSC database, particularly for bizjet and turboprop operations once normalized. Aircraft landing fee reports or aircraft logs/fuel sale records (showing aircraft make and model). Airport or commercially operated flight tracking system. Observed activity (either in-person or via recorded media) that logs aircraft make and model, with use of valid statistical sampling methodology as specified/appropriate Aircraft operator (e.g., airline or charter operator) letters, or written survey results System plan studies, or similar, that documented operations by aircraft make and model. Reevaluation can be required by ARP (ADO) with issuance of AIP or PFC decision; initiation of master plan or update; new or updated ALP Not included: Based aircraft multiplier Proportional to annual ops count Note:

16 Determinations Future Critical Aircraft:
Determination made using FAA-approved forecast What makes sense? Emphasis on realistic assumptions, industry trends, and credible data. Related but distinct from project justification under AIP that is based on existing or projected activity at the airport within 5 years (AIP Handbook 3-12) For example, the future critical aircraft could be projected to achieve regular use at the airport in +15 years, but this would not normally be actionable for a grant until within the +5 year timeframe ~20-year horizon @Hershey I received quite a few questions on the future critical aircraft and what constitutes a valid determination. Emphasis on realistic assumptions, industry trends and credible data. The art of professional judgment in identifying the future critical aircraft. What makes sense?

17 Basic Questions Yes No Yes Yes Yes No No Yes
Can military or federal aircraft be included in documenting aeronautical activity? Can said aircraft be included for AIP eligibility? What about AIP with civil aircraft operated under federal contract? Can different aircraft define separate elements of airport design? Should a separate determination be made for each runway at an airport? Should all airport facilities be designed for the critical aircraft? Should critical aircraft determination be made for pavement strength or EMAS? Can a wider runway/taxiway separation be justified than called for with the identified critical aircraft? No Yes Yes Yes No No Yes
