Included will be: Commercial, residential, and infrastructure development projects; Recommended improvement programs; Redevelopment opportunities; Identification of catalyst sites and projects; and, Prioritization of each to achieve the goals and objectives of the updated plan as well as a Capital Improvements Plan to Implement Any Recommendations Resulting from Items 1-5 above.

9 DEVELOPING OR AMENDING A CRA PLAN WITH A SHORT LIFESPAN
The Hallandale Beach CRA is a mature CRA established in 1996 and produced in excess of $7 million in increment in 2015. Unique and Challenging due to Charter County. Feasibility Analysis and Targeted Projects should be the focus regardless of lifespan; 5-year. Naples Community Redevelopment Update to Naples CRA Plan in 2014 “reset 30 year lifespan” per Section (10), Florida Statutes. Prepared a Feasibility Study outlining the potential to complete planned capital projects given the impending FY 2023 sunset date Reviewed the effects of resetting the sunset date including projections of increment revenue, operating expenditures and debt service obligations of the CRA for a period through FY 2043.

Allow for creativity Crafted policies and guidelines to assist with Unsolicited Proposals Section (3)(a), Florida Statutes, outlines prerequisites prior to the disposition of any real property or interest therein Public notice of such disposition by publication in a newspaper having a general circulation in the community at least 30 days prior to the execution of any contract to sell, lease, or otherwise transfer real property; and, prior to the delivery of any instrument of conveyance with respect thereto under the provisions of this section, invite proposals from, and make all pertinent information available to, private redevelopers or any persons interested in undertaking to redevelop or rehabilitate a community redevelopment area or any part thereof;
