This Army Chief of Staff came up with the idea of civilian-operated, Army supervised flight schools. What program did the government pay for ground school and flight instruction? He was the first African-American promoted to Brigadier General. What were the Tuskegee Airmen and describe some of their accomplishments?

4 The Possibility of War In January 1939, the President of the United States called for a buildup of our existing military forces. Calling the forces “utterly inadequate.” Congress passed bill to increase size of Army Air Corps.

6 The Possibility of War General “Hap” Arnold came up with the idea of civilian-operated, Army-supervised flight schools.

8 The Possibility of War Another source for pilots was the Civilian Pilot Training Program (CPTP). The government paying for a 72-hour ground school course followed by 35 to 50 hours of flight instruction The program created a reserve of pilots that could be used in a serious national emergency.
