QCTO develops qualifications for prioritised qualifications
Qualifications development is delegated to the Development Quality Partner (DQP)
A registered Qualification Development Facilitator (QDFs) facilitates the qualification development process
Community of Expert Practitioners (CEPs) are central in the development of a qualification
QCTO receives final qualification documents for evaluation (Qualification doc; Curriculum doc; Qualifications Assessment Specs doc; Process Report)
Approved qualifications are recommended to SAQA for registration

6. Occupational Qualification Delivery
Accreditation of Skills Development Providers directly with the QCTO
Accreditation of Assessment Centres by the QCTO through an Assessment Quality Partner
Learners are enrolled by Accredited SDPs
[Teaching and Learning takes place (Knowledge Component, Practical Skills + Work Experience)]
Learner enrolment is reported on biannually to the QCTO
External Integrated Summative Assessment is conducted through accredited Assessment Centres
Learner results are communicated to the QCTO by the AQP for Certification of Learners
