Having teachers bring a pre-determined amount of archival or current amount of student information to the meeting

Training staff to use specialized data collection techniques (e.g., for direct student observation, evaluation of work products, etc.)
Developing a collection of checklists and rubrics for advanced or non-standard student referral concerns (e.g., for long writing tasks)
Creating general decision rules e.g., how long a typical intervention should last or number of interventions required for CSE
