2 14/11/2018 Background According to Open Call for Contributions of IEEE WG, topics related to cognitive plane are categorized as having the first priority, which must be defined in the draft standard before it is ready for Sponsor Ballot. However, according to the latest Draft Standard--IEEE P1900.7™/D2, Oct and related WG documents, no proposal on cognitive plane has been submitted so far. This presentation serves as the first (preliminary) proposal for the cognitive plane in IEEE Slide 2

14/11/2018 Current Status Cognitive Plane in IEEE IEEE Std ™-2011, July 2011 The system model in IEEE Std is a point-to-multipoint model for extending broadband access to less populated rural areas. In this model, the base station (BS) is assumed to control all RF parameters of its associated customer premises equipment (CPE) (frequency, modulation, etc.) in a “master-slave” relationship. The Protocol Reference Model (PRM) of IEEE keeps the usual data and management/control plane functionality intact, while creating a new cognitive plane to support the cognitive radio capabilities. The cognitive plane consists of all the that relate to cognitive functions.

14/11/2018 An Overview of Cognitive Plane in IEEE Cognitive Functions Capabilities/Tasks Spectrum Manager (SM) BS The SM is responsible for the most important tasks, such as maintaining spectrum availability information, channel selection, channel management, scheduling spectrum sensing operation, access to the database, enforcing IEEE and regulatory domain policies, and enabling self-coexistence, etc. Spectrum Sensing Automaton (SSA) BS/CPE The SSA interfaces to the Spectrum Sensing Function (SSF) and executes the commands from the SM to enable spectrum sensing. Spectrum Sensing Function (SSF) Spectrum sensing is the process of observing the RF spectrum of a television channel to determine its occupancy (by either incumbents or other WRANs) Geolocation (GL) GL module shall provide the information to determine the location of the IEEE device (BS or CPE) Slide 5

8 14/11/2018 IEEE vs. IEEE According to Project Authorization Request (PAR) of IEEE : P is for Radio Interface for White Space Dynamic Spectrum Access Radio Systems Supporting Fixed and Mobile Operation Compared to IEEE , IEEE is expected to have the following new features: Full mobility support including handover Support of mesh topology Support of multiple frequency channels including non- adjacent channels Power efficiency for mobile and low power users Support of inter-system coexistence.
