Mild winters Favorable tax rates for businesses Development of Atlanta as a transportation hub Civil Rights Movement Atlanta in particular grew (added 100 square miles) Transportation (freeways, airport) Today, more than half of GA’s population lives in ATL

12 Ellis Arnall Governor of Georgia (defeated Eugene Talmadge in 1942) served from First governor to serve a 4-year term The board of regents was separated from the governor’s office which helped Georgia’s colleges and universities regain their accreditation The prison system was removed from the governor’s control by establishing a board of corrections to oversee prison and a pardon and parole board to handle requests Abolished the poll tax; new constitution in 1945 Did not fight the supreme court ruling in 1946 which declared the “white primary” unconstitutional Led Georgia to be the first state in the U.S. to allow 18-year-olds the right to vote
