3 Allocations: & The Colorado Department of Education (CDE) has received Revised Final FY allocations for the Title I, Part A, Title I, Part D and Title II, Part A programs under the Every Student Succeeds Act (ESSA).  The Revised Final FY allocations replace the final FY allocations that the U.S. Department of Education (USDE) sent to States in October 2017.  Revised allocations have been updated in the Consolidated Application We expect to receive Preliminary FY ESSA allocation data from USDE soon.  Preliminary FY allocations will be posted on the Office of Grants Fiscal Management website.

6 Timeline - General Local educational agencies (LEAs) and Boards of Cooperative Educational Services (BOCES) applying for ESSA funds through the Consolidated Application are required to submit forms during the intake process and through the application platform that impact the approval, substantial and final, of the application.

Many documents required for substantial approval are due prior to submission of the application platform, including: Non-public school consultation forms Supplement, Not Supplant demonstration form These forms are due no later than May 30, 2018 and should be ed to Note: Failure to submit forms timely may impact the applicant’s receipt of substantial and/or final approval.

9 Intake Requirements: Substantial Approval
Substantial approval allows applicants to obligate funds for activities outlined in the application budget. LEAs and BOCES may begin to obligate funds on July 1 if the minimum requirements for substantial approval have been met, including the provision of: Non-public Schools Consultation Form(s) Supplement, Not Supplant Demonstration Under Title I, Part A (One-time submission unless subsequently modified) Native American Education Tribal Consultation (Yearly Affirmation) Form BOCES Member District ARAC forms (in application) Complete Application (including the Approval & Transmittal Signature form)

10 Intake Requirements: Non-public Schools Consultation Forms
LEAs must conduct timely and meaningful consultation with eligible non- public schools regarding the ability to participate in equitable services under ESSA. The goal of consultation is agreement between the LEA and appropriate private school officials on how to provide equitable and effective programs for eligible private school children. LEAs are required to submit the results of consultation for all non-public schools, regardless of participation, to the non-public school ombudsman. If the non-public school declines to participate or does not respond to the LEA’s invitation for consultation, the LEA should capture this information in the summary section of the consultation form and sign the form. CDE has provided a template that LEAs may use to capture all required consultation elements, as well as other provisions required under sections 1117 and 8501 of the ESSA. 11 Intake Requirements: Supplement, Not Supplant Demonstration
Under section 1118(b) of ESSA, every LEA that receives Title I, Part A funds must demonstrate compliance with the supplement, not supplant requirements. To ensure all LEAs meet these requirements, each LEA must submit the following: An assurance stating the LEA is in compliance with the provisions of section 1118(b) of ESSA; An indication of the type of methodology the LEA has adopted and is implementing in regard to the allocation of State and local (non-Federal) funds to all schools; and, A narrative description of the methodology or a reference to the LEA’s Financial Transparency document in which the methodology is described. 12 Intake Requirements: Native American Education Tribal Consultation
Section 8538 of ESSA requires affected LEAs to consult with Indian tribes, or those tribal organizations approved by the tribes located in the area served by the LEA, prior to submitting a plan or application for covered programs. The consultation must be done in a manner and in such time that provides the opportunity for such appropriate officials from Indian tribes or tribal organizations to meaningfully and substantively contribute to plans under covered programs. 14 Submission Requirement: Consent to Retain Funds
As in past years, CDE is requesting the permission of districts with schools identified for Comprehensive Support and Improvement (CS) and Targeted Support and Improvement (TS) to retain 10% of the State’s Fiscal Year (FY) 2019 School Improvement Grant (1003 School Improvement distribution funds).  In order for CDE to be able to continue to provide these supports and technical assistance, CDE is requesting the permission of all eligible agencies to reserve the necessary funds. Identified LEAs will upload the intent into the Consolidated Application.

15 Submission Requirements: BOCES Member Districts – ARAC
CDE has updated the Acceptance, Relinquishment, Assignment, and Certification (ARAC) process for BOCES. The BOCES Authorized Representative has access to each member district’s application platform to administer the assignment of funds on behalf of the LEA. Once this function is complete, the BOCES ARAC form will be prepopulated through the application platform and list the funds that have been assigned from each Title program. BOCES applicants will have the ability to print completed ARACs for each member from the Consolidated Application and upload signed forms into the platform.

16 Submission Requirements: Approval & Transmittal Form
The application Approval and Transmittal form can be printed from the online platform. Document must be signed and uploaded into the application prior to submission. Requires the signature of the applicant’s school board. Due date: June 30, 2018

17 Submission Requirements: Online Application
Submission includes: application (including the budget and assurances), completed signature forms, BOCES Member District ARAC (if applicable), Native American Education consultation forms (if applicable), and School Improvement Retention of Funds Request, (if applicable).

18 Extension Requests If the LEA/BOCES is unable to submit all the requirements for Substantial Approval by June 30 the LEA/BOCES may submit a completed extension request form. The extension request form is available online: The LEA/BOCES may not encumber funds until a complete application has been submitted to CDE and CDE has granted the application Substantial Approval. Once the extension request has been submitted and approved, the LEA/BOCES has until July 30 to submit requirements for Substantial Approval.

Additional features available in the Consolidated Application platform: Added transferability options on the Funds Allocations page; Updated display feature on the School Profile page; Added narrative response options for updating the LEA Plan under Cross Program and Title I, Part A questions; Updated method for provision of narrative response under Title II, Part A, Title III, Part A, and Title IV, Part A; Added feature to calculate the per-pupil allocation for each school served under Title I, Part A on the Locations Total page; and, Additional edit checks to prevent submission of an incomplete application on the Summary page.

21 Platform Updates: Testing Site Review
CDE is in the final stage of development of the Consolidated Application platform. We will walk through the testing site to provide a preview of the platform updates, but please note that final updates and modifications are currently being made.

The Consolidated Application Manual: Follows the work flow of the application platform, Provides a description and definition of all parts of the application, Provides screen shots of areas in the application platform, and Incorporates all narrative questions, assurances, additional resources and requirements in one document

25 Timeline: In-person Trainings
In-person Consolidated Application trainings will provide an online overview of the application functionality and work time to begin the completion of the application system. In-person training dates and locations will be announced soon. CDE will communicate the availability of the Consolidated Application platform and the in-person trainings in the Scoop, on the Consolidated Application website, and through a direct to the contacts listed in the application platform.
