TOWARDS FP9 A BRIDGING PHASE: HORIZON 2020 WORK PROGRAMME Prepare for a bridge in the last years of the programme to enable a smooth transition to any successor to Horizon 2020: investment of around 30 billion EUR for 3 years; … testing new approaches: European Innovation Council, simplification, international cooperation flagships... … flexibility for 2020, with 'minimum' content to bridge to the successor Framework Programme. 6 Key findings of the interim evaluation
KEY STRENGTHS of H2020 An attractive, simplified and well-performing programme, highly relevant for stakeholders and societal needs. On track to deliver value for money and to meet its knowledge-creating objectives. Strong EU Added Value through unique opportunities, competition & access to new knowledge KEY AREAS for IMPROVEMENT Oversubscription: H2020 has lower success rates than FP7 Support for breakthrough market creating innovation: potential that should be strengthened substantially Outreach and engagement with civil society: Should better explain the impacts of R&I, and involve even more the users & citizens in agenda-setting & implementation

8 FORESIGHT - THE BOHEMIA PROJECT
TOWARDS FP9: FORESIGHT - THE BOHEMIA PROJECT A strategic foresight study towards the proposal for the next FP R&I. Part of a strategy for engagement and co-design Final Report forthcoming Phase 1: Extensive review of available foresight to produce meta-scenarios relevant for Europe (2016) Phase 2: Delphi survey to gain insights on future technologies, societal issues, and R&I practices based on the scenarios (May – June 2017) Phase 3: Analysis, public consultation and policy recommendations (End of 2017 : final report forthcoming) Key messages from scenarios report R&I investment is key for a strong Europe in turbulent times The acceleration of change and the systemic nature of the challenges require Flexibility for experimentation / learn from the best Connecting disciplines / connecting policies / breaking down the silos Need for options before crises strike Requires direction (to create the conditions for future markets) Requires openness / flexibility (for the markets to emerge) e.g. global cooperation for global markets to solve global problems Appropriate governance involves Openness, inclusiveness and fairness as principles Cities: a key level of governance / reaching for new actors Public engagement and regulation making the difference for Europe Research and innovation

Selecting missions Implementing missions Bold, inspirational with wide societal relevance A clear direction: targeted, measurable and time-bound Ambitious but realistic research and innovation actions Cross-disciplinary, cross-sectoral and cross-actor innovation Multiple, bottom-up solutions Engagement of diverse national and regional stakeholders Measurement and impact by goals and milestones A portfolio of instruments to foster bottom-up solutions Flexibility, pro-active management and building in-house capabilities

11 The MFF Consultation: On 10 January 2018, the European Commission launched a series of public consultations clustered by key policy areas, in preparation for the EU's next long-term budget post-2020 (MFF).
