3 Highway 169, Champlin Project need (E. Hayden Lake Rd/Co. Rd 121 to Mississippi River) Deterioration under the northbound and southbound Hwy 169 bridge decks over Elm Creek (the Mill Pond) required MnDOT to place weight limits on both bridges from April 16 to December 3, 2015. After emergency repairs to shore up the bridge decks, restrictions were removed, although the shoulders of the bridge remain closed. The city of Champlin, and MnDOT developed a project to replace the two bridges and make other improvements on Hwy 169 between East Hayden Lake Rd and the Mississippi River.

Hayden Lake Rd to Mississippi River) Replace the current Elm Creek bridges with new bridges to carry northbound and southbound Hwy 169 traffic over Elm Creek Realign Hwy 169 between the Mississippi River and E. Hayden Lake Rd to soften curves Construct a pedestrian/bicycle underpass beneath Hwy 169 at West River Road. Realign West River Rd and Dean Ave. at Hwy 169. Build local access connections to West River Rd from Dean Ave. Add a new signal system to control traffic at the new intersection. Remove access from Dowlin St. to Hwy 169. Right turns from southbound Hwy 169 to Dowlin St. will be allowed. Replace the existing signal systems at the intersection of Dayton Rd/Miller Rd at Hwy 169

Improved safety and mobility by improving the highway layout and bridges at Elm Creek, aligning access roads at Hwy 169, removing some access Upgraded signals/improved pedestrian safety. Rebuild crossings to Americans with Disability Act (ADA) standards at ramps Provides smoother roadway surface and ride Improves drainage Extends service life of highway, bridges and drainage system

September 2017 through Fall 2017 Preliminary construction between East Hayden Lake Road and the Mississippi River in Champlin Fall 2017 Single lane traffic during construction of crossover lanes to carry traffic during bridge construction Closed West River Road at Highway 169 West River Road open to pedestrian traffic by early July 2018 Winter Noise wall/pedestrian tunnel construction north of Elm Creek bridges Begin storm sewer installation

7 Highway 169, Champlin Construction staging continued:
April through September 2018 Single lane traffic in each direction on Hwy 169 across Elm Creek. Traffic will be switched to the side of the road not being reconstructed Spring 2018: Begin construction of northbound Elm Creek Bridge. Traffic shifted to one lane each direction on southbound lanes Summer 2018: Construction of southbound Elm Creek Bridge begins after northbound bridge complete. Traffic shifted to one lane each direction on new bridge/northbound lanes Road reconstruction north of Elm Creek Continue wall installation and pedestrian tunnel Utility repairs

MnDOT is also repairing, resurfacing and improving safety on Hwy 169 between East Hayden Lake Rd and Hwy 610. Working on both projects simultaneously will lessen the length of time residents, businesses and commuters will be inconvenienced.

9 Highway 169, Champlin Project Summary (E. Hayden Lake Rd to Highway 610) Concrete pavement resurfacing and repairs ADA upgrades at intersections. Improvements include new crosswalks, pedestrian access and audible pedestrian signals Extend northbound Hwy 169 to westbound turn lanes from 230 feet to feet at the following intersections: 109th Ave. 120th Ave. East Hayden Lake Rd Build an acceleration lane on southbound Hwy 169 at 120th Ave. Replace guardrail at pedestrian bridge between 101st and 109th Avenues

Construction: Preliminary in October 2017 Built bypasses to carry traffic in 2018 April to October 2018 Begin concrete pavement repairs Traffic single lane in each direction on side not under construction Goal: Four lanes open on or before Aug. 31
