5 Facilitating Redevelopment
R5 uses several tools to facilitate redevelopment Prospective Purchasers Agreement (PPA) – legal document processed through DOJ Comfort Letter – provides a facility’s current status and intentions of EPA AOC language – identifies responsible party and Financial Assurance ensures work is completed All of these tools have been used to facilitate redevelopment or reuse of RCRA sites 11/13/2018 U.S. Environmental Protection Agency

6 Facilitating Redevelopment
States have more formalized voluntary programs OH EPA’s MOA VAP recognized by Federal RCRA and CERCLA programs EPA works closely with our state partners, stakeholders and the Brownfields programs to facilitate redevelopment EPA and States incorporate Long-Term Stewardship principles to ensure redeveloped properties with contaminates above unrestricted use remain protective of human health and the environment. 11/13/2018 U.S. Environmental Protection Agency

Successful strategies for moving sites forward under the RCRA Corrective Action Program Engage with Redevelopers/ prospective purchasers as early in the cleanup process as possible Engage Local government and local and regional redevelopment authorities early and often Contact Brownfields programs at the State level and Federal level and explain your redevelopment project 11/13/2018 U.S. Environmental Protection Agency

Successful strategies for moving sites forward under the RCRA Corrective Action Program Use public forums such as City Council meetings to engage the public; explain your project and its benefits to the community to get their support Consider the benefits of adding your cleanup to the state voluntary cleanup program to get the benefits of a covenant from the state and even the federal government 11/13/2018 U.S. Environmental Protection Agency

9 Redevelopment in Auto Communities
Redevelopment of Auto Sector sites and other sites now tracked and summarized in Region 5 Current stats at Auto Sector sites: 7 PPAs and 9 comfort letters issued by EPA to promote redevelopment 2,111 of 5,447 acres (~39%) of Auto Sector property sold at 20 sites 208 acres are under contract $1.3 billion invested in redevelopment projects 80,509 cubic yards of contaminated soil have been removed. 366 million gallons of contaminated groundwater have been removed. 11/13/2018 U.S. Environmental Protection Agency
