3 What the eafip assistance comprises
Scoping an identified procurement needs that can be tackled with innovative solutions Preparing and conducting an EU wide published open market consultation Drafting tendering documents Launching an EU wide published call for tender Answering to questions from potential tenderers at any time during the process Signature of contracts with selected vendor(s) Support of a local law firm if required (eafip network) In line with the relevant provisions under European and national legislation governing public procurement. The exact form and content of the assistance to be provided to the selected procurers will be determined on a case-by-case basis, in coordination with the European Commission services.

4 The eafip assistance does not:
Support projects that have EU funding to conduct legal assistance or similar support Provide assistance to prepare proposals to apply for Horizon 2020 or other EU funding. Consist of financial support

5 How to apply for eafip assistance
Application questionnaire should be filled in:  Information on the project (business case: budget & planning) Assessment and the selection by the European Commission.

6 Selection criteria Concrete interest / commitment to start a PCP/PPI project and maturity of the business case; Potential impact of the PCP/PPI procurement; Geographical balance of the cases to be assisted across Europe; and Lack of experience and existence of prior cases in the implementation of PCP/PPI under the legal system of the country.

7 Status of assistance Total applications: 77
Important number of applications of public procurers from Spain, Italy, France and The Netherlands. Selection of 6 PPI and 6 PCP projects. At the moment supporting three projects.

ICT Solution: SENDA Platform for Entrepeneurship Personalized Services Cloud based platform with specialized contents, digital tools and start-ups itineraries recommendations based in algorithms and machine learning models. ADE supports the creation and development of new innovative companies. ADE needs to deploy a training, assessment and mentoring Start-up Programme over all the region of Castilla y León, which is one of the largest in Europe. Key Technologies: Combine proven (internet) technology and the use of new standards for data definition and storage. Water infrastructure related geo-data (“DAMO”) combined with newly developed xml-scheme for data exchange (as part of the Dutch “IMWA” standard) for seamless and virtual real time harvesting of data from all 23 Waterboards. The Dutch national Spatial Data Infrastructure “PDOK” will serve as the front end for the solution. PDOK makes digital geospatial data available as data services and files according to both national e-government (IMWA, BGT gml) and international (Inspire WMS / WFS) standards. ICT Solution: Big Data Analytics Platformvat n d to an economically-stronger Gijon Impulsa Empresas wishes to develop a new Big Data analytics Platform for the preparation/homogenisation, mining and analysis of large quantities of information obtained from multiple and heterogeneous sources of both structured (databases, sspreadsheets, open databases) and unstructured information (reports, records in tekst format, html). The platform should be interoperable to facilitate the re-use of the captured and treated information. In case of the re-use of personal data, this should be done in compliance with the new the resolution on the protection of personal data. It should also implement functionalities of data analytics and Big Data visualisation as a support for business intelligence needs of the Area of Business and Economic Development of the Municipality of Gijon. The main sources of information to feed the Platform will be economic and sectorial data of Companies and Business in the City.
