2. Background
Cardinia Shire Council is one of the smallest growth areas in metropolitan Melbourne.

3. Background
Development rates have increased by approximately 25% in the last 3 years.
All areas involved in growth area planning started to come under pressure.
Council resources in Engineering are not specific to growth areas.
Cardinia’s growth area is approximately 15% of the whole municipality.

4. Pressure on Functional Layout Plan (FLP) Process
Average turn around time for a response for FLPs was 30 days.
3 staff assessing FLPs within the organisation, but growth areas was only part of their job description.

5. Funding for Functional Layouts Plans
Cardinia Shire was successful in receiving funding for a resource to assist in the assessment of functional layout plans.
Contracted an engineer from Council’s professional services list.
Approximately 2-3 days work a week.
Turnaround times reduced from 30 days to 20 days.

6. Outcomes Positive feedback from development community.
More time for staff to focus on core job requirements.
