New Hampshire tries to change the contract later
Supreme Court said government cannot violate contracts
Makes USA safe for businesses to grow
Contract: A legally binding agreement to do business
Think: Why might a contract help encourage business?
Think: What effect did this have on the USA?

6. McCullouch v. Maryland
Does the national government have the power to set up a bank?
It’s not in the Constitution
But, if you read between the lines, you can argue that one is needed for the government to do it’s job.
Think: Is this a good enough argument to make it constitutional? Why or why not?
