2 Election After victory in Persian Gulf, George Bush’s popularity was 89%. Many thought he would win an easy reelection. Shortly after war, economic recession Bill Clinton and Ross Perot campaign on the promise of ending economic crisis. Bill Clinton wins, promising that he would move away from traditional Democratic policies. Ends 12 years of Republican control of presidency

3 War in Kosovo February 1998 - June 11th, 1999
KLA (Kosovo Liberation Army) launches attacks targeting Serbian Law enforcement in Kosovo in 1995 In 1997 the KLA acquire a large amount of arms by weapon smuggling in Albania KLA attacks in 1998 sparked an increase of Serb paramilitaries resulting in abuse of KLA sympathizers and political opponents resulting in 1,500-2,000 dead After diplomatic solutions failed, NATO intervened declaring the Kosovo war a “humanitarian war” The war ended with the Kumanovo Treaty which fporced Serb forces to withdraw from Kosovo

Signed by Canada, Mexico, and the USA Trilateral trade bloc (agreement to little or no tariffs between participating countries)

5 Economic Prosperity In President Clinton launched his economic strategy fiscal discipline, eliminating the budget deficit, keeping interest rates low, and spurring private-sector investment investing in people through education, training, science, and research opening foreign markets so American workers can compete abroad

6 Economics Cut spending by billions of dollars
Lowered taxes to win Republican support Included programs aimed at helping children and improving health care. 1998- for the 1st time in 30 years, federal budget had surplus Government took in more than it spent

7 Economics Unemployment Fell; stock market soared
1996 Clinton backed a bill proposing a limit to length of welfare benefits. States moved millions from welfare to jobs.

February 26, 1993 Truck bomb detonated below the North Tower 1,336 pounds of explosives 4 terrorists 6 dead 1995 Timothy McVeigh, Terry Nichols veteran of Gulf War destroyed a nine- story federal building in Oklahoma City killing 168 men, women, and children 1999 two students walk into Columbine High School in Colorado, and killed 12 students and a teacher. Wounded 23 others

9 Scandals Government shut down in 1995 Whitewater Development Company in Arkansas- shady land and loan deal. Arranged improper loans for a friend while governor of Arkansas. August 1998 improper relationship with intern, refused to admit he had lied under oath. Perjury

10 Impeachment Initiated in 1998
Two charges, one of perjury and one of obstruction of justice Stemming from harassment claims filed by Paula Jones A ⅔ vote is needed in the senate to be declared guilty, none of Clinton’s fellow democrats voted against him thus him being acquitted of his charges

Terrorist events: USS Cole blown up, Oklahoma City Bombing, first World Trade Center attack Speaker of the House : Newt Gingrich Unemployment was below 4%

24 million immigrants arrived in the U.S. between and 2000.
