1 Improvements of SABE based on user needs : A SABE/NUTS product will be available in 2005
Ingrid Naumann, SABE Project Manager, BKG To allow interoperability first, finally one database Short term goals are subject of this report Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

2 Current Version of SABE Product
- Harmonised pan-European administrative boundaries dataset Derived from official data of 36 European NMAs Common data model for all countries Names, codes and geometry from country down to the commune level Unique codes for all European administrative units and levels Data refers to July 2003 / May 2004 To allow interoperability first, finally one database Short term goals are subject of this report Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

3 Distributed Maintenance of SABE
NMAs SABE team (BKG) Request for updating of national contribution to SABE version B National administrative databases (CZ, DE, ES...) Request for missing data/clarification of inconsistencies NAD Preprocessing Harmonisation Generalisation Edge Matching Quality Check Customers National topographic databases (DK, FR, LT...) Final SABE product version A NTD Request for missing data/clarification of inconsistencies Request for updating of national contribution to SABE version B SABE product version A (B) = status of integrated data according to reference date A (B) Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

4 Further Improvement of SABE since 2003
Priority list of EUROSTAT/GISCO : DK : Integration of Greenland and Faeroe Islands done FR : Integration of Guyana, Reunion, Martinique, Guadeloupe done PT : Integration of the Azores and Madeira done BG, RO : Integration of both candidate countries done UK : Harmonisation of the coastlines done LT : Integration of the SENIUNIJA level ( LAU2) done …and others To allow interoperability first, finally one database Short term goals are subject of this report Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

5 Data Deliveries for the current SABE Update
Data Deliveries for the current SABE Update 47% 40% 66 % on time 17 % 1 month delayed 11 % 2 months delayed 6 % > 2 month delayed 8% 5% To allow interoperability first, finally one database Short term goals are subject of this report NAD NTD SABE unknown Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

6 Administrative Boundaries vs. Coastlines
Example : Norway NO_2004 NO_2001 NO_coastline Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

7 Different Coding Systems and Different Number of Units
Different Coding Systems and Different Number of Units SABE (NMAs) EUROSTAT (NSOs) SHN code name LAU code 27013 Belturbet 042 Belturbet Urban 14006 D. Topeiroy 720600 Topirois Additional conversion tables for different coding systems are needed ! To check if data refers really to the same reference dates... Other reasons for different number of lowest units ? To allow interoperability first, finally one database Short term goals are subject of this report Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

8 NUTS - Classification and the National Administrative Hierarchies
National administrative levels (USE) of Austria : Republik Bundesländer Bezirkshauptmannschaften politische Gemeinden USE 1 = 1 unit USE 2 = 9 units USE 3 = 98 units USE 4 = 2358 units NUTS - classification of Austria : NUTS 1 = 3 units NUTS 2 = 9 units NUTS 3 = 35 units  NUTS codes can be linked only to all units of the second administrative level of the Austrian contribution Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005

9 Conclusion A closer cooperation between the NSOs and the NMAs is absolutely necessary - not only important for the finalisation of the SABE/NUTS product in the best possible quality and on schedule, but also for a better interoperability of national geodatabases and digital data for statistical purposes ! Differences in extraction rules are of course guided by scale, but there are others, f.i handling of RRY Handling of names, EGM lays more stress on visualization, different scales different user requirements Meeting of the Working Party “GIS for Statistics”, Joint Meeting with National Statistical Offices and National Mapping Agencies, Luxembourg, March 3-4, 2005
