12 Premise Industry concern over the use and implementation of SAE guidance material contained in (A)RP documents. Potential inconsistencies in the designation of (A)S vs. (A)RP classifications considering intent as requirements or guidance. Potential misunderstanding over the use, and standing, of shall statements in an (A)RP. Question: can SAE provide additional guidance and clarification to committees when choosing a technical report classification, or in the use of shall and should statements in Standards and (A)RP documents – in a way that would facilitate usage of the technical reports consistent with their original intent?

AMS – Aerospace Material Specification These Technical Reports contain specific performance requirements and are used for material and process specifications conforming to sound established engineering and metallurgical practices in aerospace sciences and practices. AS – Aerospace Standard These Technical Reports contain specific performance requirements and are used for: (1) design standards, (2) parts standards, (3) minimum performance standards, (4) quality, and (5) other areas conforming to broadly accepted engineering practices or specifications for a material, product, process, procedure, or test method.

ARP - Aerospace Recommended Practice These Aerospace Technical Reports are documentations of practice, procedures, and technology that are intended as guides to standard engineering practices. Their content may be of a more general nature, or they may offer data that have not yet gained broad acceptance. The recommended practice should emphasize the capabilities and limitations of the information contained therein. A Technical Committee preparing such a report may add an introductory note stating, “This SAE Recommended Practice is intended as a guide toward standard practice and is subject to change to keep pace with experience and technical advances.” AIR – Aerospace Information Report These Aerospace Technical Reports are compilations of engineering reference data, historical information, or educational material useful to the technical community.

Is the document intended to provide requirements? = (A)S Is the document intended to be used for auditing? = (A)S Is the document providing industry best practice and guidance? = (A)RP Will the document contain requirements, guidance and a use case? (A)S + (A)RP, or (A)S + Information Report for use case, or (A)S with guidance/use case appendix, clearly marked as such An (A)RP can be reworked as a Standard if the committee subsequently identifies sufficient maturity and need for requirements/performance

Shall - "Shall" is to be used wherever the criterion for conformance with the specific recommendation requires that there be no deviation. Its use shall not be avoided on the grounds that compliance with the SAE Technical Report is considered voluntary. Should - "Should" is to be used wherever noncompliance with the specific recommendation is permissible. "Should" shall not be substituted for "shall" on the grounds that compliance with the SAE Technical Report is considered voluntary. line_version_may_2015.pdf

To help committees communicate the intent of the guidance to users, the following boilerplate language may be added to (A)RP templates: Throughout this document, the use of “shall” must not be interpreted to mean that compliance is mandated or that the “shall” statement is subject to compliance audit.

31 Why do SDOs retain Copyrights?
In US, the ability to publish and sell standards is necessary to support infrastructure - maintenance, authoring tools, technology improvements / platforms, meeting logistics, staffing, etc. Outside of US, SDOs are generally gov’t / taxpayer supported Tracking copyright ownership of individual contributions over years (if not decades) with varying contributors is, practically-speaking, impossible Since standards copyright is held by a non-profit, the public and industry is guaranteed access to standards – the standards cannot be withheld by one or more parties / competitors SAE INTERNATIONAL Standards Leadership Workshop | 20 June 2018 Copyright © SAE International. 39 Trademarks - Standards Identifiers
SDOs have used standards identifiers (typically alpha-numeric references) for decades These “identifiers” function as trademarks because they operate to identify the source of the standards Legal definition: A trademark is a word, phrase, symbol, and/or design that identifies and distinguishes the source of the goods of one party from those of others IEEE, The Open Group and other SDOs have been designating their standards identifiers as trademarks IEEE since at least 2002 SAE INTERNATIONAL Standards Leadership Workshop | 20 June 2018 Copyright © SAE International. 41 SAE Trademarks SAE began to explicitly designate a select few GV standards identifiers as trademarks as early as 2004 The first registered trademark for a GV standard – J1699® - was obtained in 2005 Beginning in 2012, SAE began to expand its trademark designation / registration program by proactively identifying new standards that had high impact potential (J1349TM, AS13000TM, AS6081TM) A number of these trademarks are also being registered Earlier this year, SAE began efforts to designate all new standards with the trademark symbol (TM) SAE INTERNATIONAL Standards Leadership Workshop | 20 June 2018 Copyright © SAE International. 42 Source / Quality Protection – IP
SAE’s user groups and the public at large need to be able to rely on SAE’s unique standards identifiers to indicate the source, authenticity and quality of an SAE standard – This applies to other SDOs as well Market / customer confusion is caused when other SDOs and 3rd parties adopt the same SAE unique identifier for their own standards, or attempt to pass off authentic SAE standards as their own Increasing use of standards content without proper attribution as to the true source, and passing off of authentic content, needs to be addressed SAE INTERNATIONAL Standards Leadership Workshop | 20 June 2018 Copyright © SAE International. 43 No Impact to SAE’s User Groups
SAE’s trademark designations will NOT have any impact on users of SAE’s standards Regardless of whether they are OEMs, suppliers, government agencies or regulators, or individuals No need for users to update their technical design or process documents, standards reference numbers, software, parts, etc. to reflect or add the “TM” symbol SAE’s user groups are in no danger or threat of any trademark conflict with SAE No need to be concerned unless you or your company intends to market or sell its own standards and use SAE’s standard identifiers on those SAE is trying to prevent market/customer confusion regarding the source and quality of SAE standards.
