Founded in 1992 by the governments of the EU, Japan, the USA and Russia; Canada jointed recently
Operations began in 1994 in Moscow ISTC
then Ukraine STCU
- Activities concern 8 countries of the Commonwealth Independent States plus Ukraine
ISTC and STCU are tow sisters oganizations
