7 Reactor Operation The reactor is operated in 3 shifts a day. 9 Safety Review Committee
The Safety Review Committee (SC) is an independent group and has the responsibility to advise the Director of RSG-GAS Center concerning all of the safety aspects of this reactor. The SRC is directly report to Head of BATAN. Review and approve proposed Standard Operating Procedures and changes to them. Review and approve proposed experiments and tests utilizing the reactor facility. Review of reportable occurrences (abnormal or significant) equipment failures. Review and approve changes or modifications of operations limits and facility. Review the report of audit. Records to be retained for a period of at least five years or for the life of the component involved, whichever is smaller. They are : Normal reactor facility operation (supporting documents such as checklist, log sheets, etc. are maintained for a period of at least one year). Principal maintenance operations. Occurrences reports. Surveillance activities required by the Technical Specifications. Reactor facility radiation and contamination surveys where required by applicable regulations. Experiments performed with the reactor. Radioactive shipments. Approved changes in operating procedures. Records of meeting and audit reports of the review and audit group. Off-site environmental monitoring surveys required by the Technical Specifications. Radiation exposure for all personnel monitored. Updated drawings of the reactor plant. 15 Start-up Reports Three months after completion of requisite initial startup and power escalation testing of the reactor, or nine months after initial criticality, a written report is submitted to the chartering or licensing authorities. The report shall include a summary of the following : Description of measured values of operating conditions or characteristics obtained and comparison of these values with design predictions or specifications. Descriptions of major corrective actions taken to obtain satisfactory operation. 16 Periodic Operation Reports
Routine semester reports covering the activities of the reactor facility during the previous calendar year are prepared within one month following the end of each semester year. Each annual operating report shall include the following information : A narrative summary of reactor operating experience including the energy produced by the reactor or the hours the reactor was critical, or both. The unscheduled shutdowns including, where applicable, corrective action taken to preclude recurrence. Tabulation of major preventive and corrective maintenance operations having safety significance. Tabulation of major changes in the reactor facility and procedures. A summary of the nature and amount of radioactive effluents released or discharged to the environments beyond the effective control of the owner operator. A summarized result of environmental surveys performed outside the facility. A summary of exposures received by facility personnel and visitors where such exposures are greater than 25 % of that allowed or recommended. 17 Nuclear Material Reports
This annual routine report regarding to the activity of Nuclear Material Accountancy is made in order to meet the Safeguard agreement to the IAEA. 18 Occurrence Reports In the case of safety significant occurrence, malfunction of the safety system, violation of safety limits or even an accident shall be reported to the Regulatory Body within no more than 24 hours by telephone/telegraph etc. Whereas the written report shall be submitted within 14 days. 19 Other Reports The below reports shall be submitted in written to the Regulatory Body within 30 days. Permanent changes in the facility organization. Significant changes or discovery of errors in the Safety Analysis methods or different performance of the safety. 11 malfunction/abnormals which force the reactor to scram or unscheduled shutdown. (4 of it due to electricity supply) 112 abnormals/low level events. All the above problem can be solve directly by the Center for MPR-GAS. Apparent causes was found, root cause analysis need to be improved/stressed! Comply with the Incident Reporting System for Research Reactor (IRS-RR) from IAEA. Center for Multipurpose Reactor act as the local coordinator Nuclear Regulatory Body (BAPETEN) act as the National coordinator. From sharing to using! Basically we have data/records from the operating experiences (internally or externally). How it contribute to improve safety of the research reactor operation, particularly, due to aging of MPR-GAS? How it contribute to improve the research reactor design ? Related with our agendas: redesign the TRIGA-MARK 2MW using the MPR-GAS fuel. Experimental Power Reactor project. So, we really interested to involve in the improvement of this OE Safety Guide, get best practices from other member state, and use it!
