2 Origin of the New ‘Sin Bin’ Rule (Football Queensland)
Referees in Queensland will have another tool to combat dissent in 2018, with the introduction of temporary dismissals (‘sin bins’) in Queensland competitions. Any player cautioned for dissent will be punished with a yellow card (as per existing Laws), and will also be required to leave the field for a period of: • Ten (10) minutes, for matches greater than 60 minutes’ duration The player can return to the field after the ‘sin bin’, but a second yellow card will result in the player being sent off. This change is part of the International Football Association Board’s (IFAB) ‘Play Fair’ initiative, which aims to make football fairer and more enjoyable, while promoting players and officials as positive role models for society. The concept has previously been trialled in UEFA U16 tournaments, and is currently being implemented across 32 grassroots leagues in England. The ‘sin bin’ will be in place for all senior and junior community league competitions in Queensland next season.

BLUE CARD OFFENCES The ‘Blue Card’ is the equivalent of a ‘Yellow Card’ but is strictly used in the offense of Dissent against a Referee or a Referee’s Assistant. (1) When a player has been shown a Blue Card the match official will record it against the player’s name on the match card and report the issuing of the card to the Committee on Discipline via the match report (as per ‘Yellow Card’ offenses). (2) A player issued a ‘Blue Card’ will be required to leave the field of play for a ten (10) minute period and may only be allowed back on to the field of play with the referee’s permission (as per regulation FIFA rules). (3) A player sent from the field of play for a ‘Blue Card’ offense cannot be replaced / substituted. (4) Any player awarded a Yellow Card in addition to having been awarded a Blue Card or is awarded a second Blue Card in the same match will be issued a Red Card with the corresponding penalty that applies. (5) Four (4) ‘Blue Cards’ accrued by a single player within a season will incur an automatic two (2) week suspension on top of any other penalty given.
