Attended the National Association of Workforce Boards (NAWB) annual forum in March Heard several good presentations One on Customer Centered Approach Another on converting to a Business Model approach in developing a plan and metrics for the local board. Working on a couple of things from NAWB

I was selfishly disappointed when I learned of Bill’s decision to join DHS. But I am happy for him and must share that Bill’s knowledge and application of policy as it relates to workforce and the WIOA law is only surpassed by his fairness and judgement when applying those policies when working with me and my team. Customer Centered Approach to Center Operations
Developed a Request for Proposals Hiring a facilitator to work with focus groups Focus groups will consist of Job Seekers and Businesses Learning what they expect from us, what they want from us and how we can better serve them Take the information from the groups and work with a staff level group to consider how to change processes in workforce centers to better meet the needs of our customers

Customer Centered Approach
Will use the Business focus groups to help us redesign our approach to meeting those needs by our Business Services Team The facilitator will be required to take the processes from the work group and create a standard operating procedure (SOP) for how workforce centers will conduct business. The SOP will also contain all the policy rules and regulations, in order that it can be used as a training aid for new staff

Oklahoma Works Centers
Rent in Okemah was increased, looking as to whether this is any possible alternatives Visited with Oklahoma Employment Security Commission on office locations in the metro Staff resources continue to shrink so we are trying to make some adjustments Looking to move the Eastside Center to a new smaller location in North OKC. Will look for a new space that would combine Brookwood and Norman into a facility that could handle the South Metro and Cleveland County.

Grant Opportunities Working on two grant applications
US Department of Agriculture has grants for areas with populations of less than 25,000. We are going to try and bring on-line learning capabilities to increase customer skill levels US Department of Labor has a re-entry grant to work with returning citizens, much larger grant and we will have some competition. There will be additional grant possibilities connected to a new apprenticeship program

Budget Notes The Board Budget is in very good shape running a surplus as of February. Think we will save some money because of being short staffed and less cost in some other areas. The overall budget is also running at a surplus through February, but expect that to not remain the same through the year. DWFS spending levels have continued to rise with each month, so I believe we will be close to budget Money won’t be lost. Grants have a two year time frame so any money not expended will be rolled into the next budget year. Preliminary planning figures for PY18 indicate we can expect an increase of $235,864

Comments Statewide Partners Conference is May 9-11
Staff from all of the partners attend the conference and it is a chance for each group to learn more about the services being offered by the partners. Training session for Board Members and Elected Officials on May 8th at the Reed Center in Midwest City. 10:00am until 3:00pm with lunch included. Need to know whether you would like to attend.

Bill Bryant Bill is leaving on Friday to take a job with the Department of Human Services as a researcher. Bill has been a staff member since 2000 and an employee of the Board since 2005. Can’t tell you how hard it will be to replace him. Best policy writer I have been associated with in my 45 years of workforce development.

A valued piece of advice I received when I became the new Executive Director of the Eastern Workforce Board was to meet Bill Bryant of COWIB. While I did not understand this advice in the beginning, after meeting you the first time, it was evident. Your knowledge and expertise is astounding; however, that coupled with your patience and ability to guide is priceless. While, I have only served in this industry a short time, the positive impact you have made on so many throughout the state is a testament to your legacy.
