History In 1948, the Federal Water Pollution Control Act was signed by Congress, and completely overhauled in With these changes, the FWPCA became the Clean Water Act. Further revisions occurred in 1981 and 1987 (Water Quality Act) Functions Set new wastewater discharge standards and regulations Restated current water pollution standards Gave the Environmental Protection Agency the right to manage water pollution Created construction grants to develop new sewage treatment centers The 1987 amendments replaced these grants with the Water Pollution Control Resolving Fund, which operates on state- level partnerships with the EPA. Banned the discharge of illegal pollutants into navigable waters (areas traversed by ships)

Enforcement The Clean Water Acts were developed by the US Congress and, in 1972, the Environmental Protection Agency (EPA) was given the responsibility of enforcing it.
