2 Strategic Initiative Overview: eProcurement
University eProcurement Assessment Last year, Procurement Services led an effort to assess the current state of eProcurement strategy and accompanying functionality heading into the 5th year after the launch of the Kuali Financial Systems (KFS) solution.   The goal of this assessment and proposed recommendation is to ensure that the eProcurement functional and operational models,  strategically align with and efficiently support the goals and objectives of the University’s research, educational and academic missions.  

3 eProcurement: HuskyBuy Evolution Initiative
Current State: Under the existing “Sandwich Model”, the University utilizes HuskyBuy for shopping, order distribution, and eInvoicing. Future State: HuskyBuy offers additional functionality that, once implemented, will offer end users a full procure-to-pay experience. Expansion to full suite will allow eSourcing shopping, requisition approval, order distribution, contract compliance, receiving, invoicing activity and reporting to be integrated through one experience, interfacing with Kuali.

5 What is Uniform Guidance?
UG is a new set of federal regulations which consolidates several of the previous OMG Circulars. These regulations will impact the way the University sources and administers contracts for goods and services that are federally funded. UG applies ONLY to federal funded sourcing events & the administration of any agreements stemming from those sourcing events. Procurement regulations under UG will take effect 7/1/18. 6 Uniform Guidance 4 Impact Items on Procurement
Micro-purchase threshold – Statute signed into law to make MPT $10,000 Sole Source Procurement – only 4 specific justifications allowed Product/service is only available from a single source; Public emergency procurement; Federal Awarding Agency Authorization (the awarding agency specifically authorizes a non-competitive procurement after a written request from the Non-federal entity); Inadequate competition after a solicitation of a number of sources

Academic Research Consulting Procurement will assume sourcing, contract negotiation, and contract award for academic research consulting projects Sponsored Program Services will continue to manage contract administration Conflict of Interest No more managed conflicts No financial benefit, tangible personal benefit, or other interest to anyone related to the selection, award, or administration of a contract
