3 Measure: Affordability
Goal #1 Goal: Raise the level of educational attainment in the Commonwealth by positioning KCTCS as the accessible, affordable, and relevant postsecondary education choice for Kentuckians. Measure: Affordability Metric Definition Baseline Target Objective Affordability KCTCS net price as a percentage of the weighted net price for students paying the in-state or in-district tuition rate & receiving grant or scholarship aid at Kentucky public four-year institutions. 54.0% 50.0% Achieve and maintain a net price equal to or less than half that of Kentucky public four-year institutions.

4 Affordability – KCTCS as a % of ky public four-years
54.3% Source: Integrated Postsecondary Education Data System (IPEDS) Definition: KCTCS net price as a percentage of the weighted net price for students paying the in-state or in-district tuition rate & receiving grant or scholarship aid at Kentucky public four-year colleges.

7 Measure: Experiential Learning Experiential Learning
Goal #3 Goal: Develop clear pathways through all levels of postsecondary education with an emphasis on experiential learning that lead to successful employment outcomes for KCTCS graduates. Measure: Experiential Learning Metric Definition Baseline Target Objective Experiential Learning Cohort of first-time diploma and AAS graduates who complete a clinical, a co-op, an internship or service learning prior to earning the credential. Students with AAS degrees who earned a diploma in an academic year prior to receiving their AAS are counted in both the academic year they obtained the diploma and the academic year they were awarded their degrees. 24.5% 30.5% Increase number of students engaged in experiential learning by an average of 1.0 percentage points each year.

8 Experiential learning – diploma/aas graduates
Benefits of Experiential Learning to KCTCS: A deeper understanding of subject matter than is possible through classroom study alone The capacity for critical thinking and application of knowledge in complex or ambiguous situations Ability to engage in lifelong learning, including learning in the workplace. Stimulates academic inquiry Promotes Interdisciplinary learning, Civic engagement, Career development, Cultural awareness, Leadership and Other professional and intellectual skills. Source: and

9 Experiential learning – diploma/aas graduates
One who is learning by practical experience under skilled workers as a trade, art or calling; a person who works for another in order to learn a trade. Apprenticeship Students alternate periods of paid work with campus study or split their time between the workplace and the campus. Cooperative Education (Co-op) The position of a student or trainee who works in an organization, sometimes without pay, in order to gain work experience or satisfy requirements for a qualification. Internship A course of study that involves the supervised practical application of previously studied theory. Practicum A form of experiential learning that combines academic study with service in the community. Service Learning

Definition: Cohort of first-time diploma and AAS graduates who complete a clinical, a co-op, an internship or service learning prior to earning the credential. 11 Experiential learning – diploma/aas graduates
Potential Missing Items: KY Fame (Kentucky Federation for Advanced Manufacturing Education) Students Practicums and Internships – less structured or defined – may be offered as an elective rather than a requirement. Not all course titles are indicative of experiential learning components. Practicum course numbers vary by program making it difficult to compile consistent system wide data.

12 Measure: Student Engagement Licensure / Certification Pass Rate
Goal #5 Goal: Align programs and curricula with needs of employers that enhance the employability, job placement, and career development of KCTCS graduates. Measure: Student Engagement Metric Definition Baseline Target Objective Licensure / Certification Pass Rate The number of students in the Voluntary Framework of Accountability’s (VFA) Career and Technical Education (CTE) completer/leaver cohort who achieve a passing grade on their first attempt of a licensure exam within one year divided by the number of students in the CTE completer / leaver cohort who sat for the first time to take the licensure exam within one year. 88.8% Exceed national average Exceed national average for cohort pass rate.

13 Licensure / certification pass rate
Exceed National Average Source: VFA based on KCTCS data as submitted in PeopleSoft Definition: The number of students in the Voluntary Framework of Accountability’s (VFA) Career and Technical Education (CTE) completer/leaver cohort who achieve a passing grade on their first attempt of a licensure exam within one year divided by the number of students in the CTE completer/leaver cohort who sat for the first time to take the licensure exam within one year.

14 Licensure / certification pass rate
What is VFA? The VFA is the principal accountability framework for community colleges with measures defined to encompass the full breadth of the community college mission and the diversity of students' goals and educational experiences. The VFA gauges student progress and outcomes including pre-collegiate preparation (such as developmental education and Adult Basic Education), academic progress and momentum points, completion and transfer measures, and workforce outcomes for career and technical education. Why do we need a VFA? Existing accountability measures in higher education do not adequately measure the unique mission of community colleges. Most were designed for universities and modified to be used at the community college level. For example, existing measures may exclude part-time students or non-credit career and technical students who are a key part of community colleges’ mission. In light of the inadequacy of existing measures, the VFA provides community colleges with a significantly improved ability to assess their performance, identify areas for improvement, and demonstrate their commitment to their academic mission.
