2 Arkansas Works Populations & Work and Community Engagement Requirement
Arkansas Works enrollees will fall into three categories for work and community engagement requirement Not Subject to Work & Community Engagement Requirement Subject to Work & Community Engagement Requirement 1 2 Exempt 3 Required to Report Work Activities Enrollees age 50 or older Work requirement does not apply beginning the month in which the enrollee turns 50 Not at risk for losing Medicaid coverage Enrollees age 19-49* Meet an exemption – not required to report work activities Not at risk for losing Medicaid coverage Enrollees age 19-49* Do not meet an exemption Will lose Medicaid coverage at the end of the 3rd month of non-compliance *Work Requirement will not apply to enrollees ages in 2018, but will apply in future years

6 2018 – Work Requirement Phase In (4 months)
Existing AR Works clients (<100% FPL, 30 – 49 years old) will become subject to the work requirement between Jun and Sep 2018 based on renewal month Notices All existing AR Works clients below 100% FPL and between 30 and 49 will receive a notice in Apr with information about the upcoming work requirement Clients will receive a notice the month before they become subject to the work requirement in 2018 Subject to Work Req Renewal Month Estimated Population – Required to report work activities June 1, 2018 Jan, Feb, Mar 9,969 July 1, 2018 Apr, May, Jun 9,156 August 1, 2018 Jul, Aug, Sep 8,440 September 1, 2018 Oct, Nov, Dec 10,806 Data Date: 4/3/ Total 38,371

9 Arkansas Works – Work and Community Engagement Requirement Education
Dept of Workforce Services AFMC / Carriers conduct outreach activities to: Educate the client about the work requirement and reporting on the portal Connect the client to resources for meeting the work requirement Client is years old and eligible for AR Works Some exemption information is collected during application Exempt Client receives approval notice with information about reporting work activities* No SNAP E&T Client-Directed (On Their Own) Yes Client receives approval notice with exemption information; no additional action is required for duration of exemption *The Arkansas Works enrollment process currently includes a period between determination of eligibility and start of insurance coverage on the first of a month to allow for client choice of an insurance product. This period will be used for education with the Work Requirement starting as the insurance starts.
