3 My Background Grew up Oregon – Go Beavers!!
Eighteen years in San Diego – Go Padres!! Emergency Management career began as an American Red Cross volunteer, then employee, then as a volunteer Emergency Planner for the San Diego County Office of Education Eleven years with the Santa Clara County Fire Department

4 The Plan For Today – Goals & Objectives
For the most part, getting you ready for an incident Your risks How to plan for those risks What kinds of supplies you should have prepared What is Jim Yoke’s job now? It’s new. What is the plan for the District and Las Positas College for the next few years? Your role in all of this – there are many – we’ll just talk briefly about one of them (DSW)

5 What Is This New Position?
Manager: Emergency Preparedness & Workplace Safety First priority: Develop an Emergency Management Program at the Chabot – Las Positas Community College District Write a lot of different plans Provide training Conduct drills and exercises Interact with local, county, state, and federal partners Second priority: Develop a District Safety Program

6 Long Range Plan Build a strong, organized, systematic emergency response system – it is cyclical Mitigate threats wherever possible Set up a strong CERT program Implement a training and exercise program that has documented goals and progress reports Develop the best safety and security program possible OSHA…slips, trips, falls, HAZMAT, etc. Personal safety and security

7 Defining “Preparedness”
Two main parts: Planning Training This is true in the workplace – it is true at home too Mitigation is a big part of this also Community mitigation Personal mitigation at home Creating a “Culture Of Preparedness” is the goal Planning for the probable versus the possible “Disaster” vs “Emergency” – keeping things in context Time of day and day of week are crucially important!

8 About You – DSW Is Not A Shoe Store!
You are all Disaster Service Workers What does this mean? California law for all public employees – state, county, local, special district (that’s us) When there is an incident you must report to your supervisor for instructions You must be available, but you may or may not be put to work Ebbs and flows of the LPC daily population You will perform poorly if you’re not ready at home!

Earthquake Wildfire House fire Flood Plans – know your hazards Communications Evacuation Family reunification Supplies Kit – home, office, car Strongly influenced by whether you stay home or evacuate

10 Earthquake Can you believe that the Loma Prieta Earthquake was almost thirty years ago? This causes a problem. Complacency, and lack of experience for younger people who don’t know what an earthquake is like. Fault lines San Andreas Hayward Calaveras The pressure on the Hayward fault is particularly high DROP – COVER – HOLD ON!!! Doorways, and “just run like heck” – No, No, NO!!

11 Wildfire The consequences of decades of fire prevention and forest management Where are we building homes now? WUI is important. Drought, dead and dying trees Climate change and global warming – they matter What happened last October in Wine Country? What does this mean for you? You must have defensible space You must have a plan

12 House Fire – Structure Fire
More deaths, injuries, and damage from this every year than all other disasters combined Smoke alarms and fire extinguishers Know how to crawl – smoke inhalation will kill you Two routes out of every room – bathrooms can be hard Do you have an upstairs? How will you get out? Agreed upon meeting place – neighbor’s house, mailbox, picnic table, something everybody knows well Kitchens are where most house fires begin Other problems – candles, space heaters, cigarettes

13 Flooding – Does This Happen Here?
February 2017 – San Jose Russian River San Bernardo – floods galore – look it up Locally, where are you at (personally, I’m on a hill) What about burn areas – they can’t handle even normal rainfall very well Ventura and Santa Barbara Counties right now

14 Planning For Your Risks
Family Disaster Plan You must talk about it, and talk about it often What are your hazards? Where are people at on a daily basis? What routes do people use to travel? What about children at school? Seniors – at home or living at a licensed facility (this is a growing population with the baby boomers retiring) Access & Functional Needs populations

15 Three Big Things To Know
Communications Texting is better than talking Amateur radio is a wonderful thing Evacuation Alert & Warning systems – do you need to wait for instructions? Will you, or won’t you – it’s not as simple as you may think Travel Time – be prepared for the worst traffic ever!! Family Reunification Schools are predictable (sort of) So are licensed senior facilities Do you know their plans???

16 Your Family Disaster Supplies Kit
The difference between your Family Kit, and a “go-kit” What if the power is out but your home is just fine? What if you are told at 2:30 a.m. that you need to leave in five minutes? Financial documents Family mementoes and keepsakes Medication and the ability to get refills in times of chaos Your neighbors will love you – get them ready too

17 The Usual Supplies Kit Suspects
Food Water Radio Toilet Money Clothes Shoes Everything else – how are you evacuating and how much can you carry?

18 Where Do You Go From Here?
Training Neighborhood organizing CERT Where is your nearest shelter? Be prepared to go somewhere else when the time comes. Get into your community’s alert and warning system Get into the Las Positas College system too Prepare your home – defensible space, alarms, earthquake and fire mitigation Get your supplies together
