3 Form of Government, Commission Seats
Our proposed amendment does not change the form of government nor does it make any changes to commission seats. Council/Commission-Manager form of government: The council-manager form is the system of local government that combines the strong political leadership of elected officials in the form of a council or other governing body, with the strong managerial experience of an appointed local government manager. District boundaries and District seats are unchanged: Six districts; candidates must live in the district at least one year prior to qualifying for office and must live in the district during his/her term.

10 Debt Restrictions Voter approval will not be required prior to the issuance of revenue bonds which finance the purchase, lease and/or acquisition of park real property and/or park projects by the city. Voter approval during a general election shall also be required to borrow money and contract loans if the monetary value exceeds $4 million.

11 Term Limits Current City Charter sets terms limits to two consecutive terms, meaning an elected official may hold a seat for 8 years, take a break, and hold the same seat for another 8 years, if elected. Our proposal: No person shall be elected to serve as Mayor for more than 8 years. Likewise, no person shall be elected to serve as City Commissioner for more than 8 years. The time served by a person appointed, or elected to fill a vacancy on the City Commission shall not constitute a full term of office.

15 City Manager Compensation
Current charter sets no stipulations for the compensation of City Manager Our proposal: The starting salary for the City Manager shall not exceed 3.5 times the equivalent of the medium household income per the latest numbers released by the United States Census Bureau; approximately $158k. The City Manager shall be entered into the same healthcare and retirement program as general employees. The Commission may give a salary raise to the City Manager during his or her yearly evaluation. Salary raises given to the City Manager by the Commission shall not exceed five percent of the City Manager’s current salary and shall be tied to performance goals and criteria set by the Commission. If the City Manager receives a seventy five (75) percent vote of confidence from the electorate he or she shall be given a bonus of up to $7,500, amount of raise shall be determined by the Commission.

16 Compensation of Elected Officials
Current Charter sets compensation of elected officials to the average annual salary of the Mayor and Commissioners in the cities within Volusia County. Compensation does not include benefits, except medical benefits under the City's group health insurance plan, the premium costs of which are fully paid by the members of Commission who elect coverage. Our Proposal: The compensation for mayor shall be set to the equivalent of sixty percent of the medium household income per the latest numbers released by the United States Census Bureau; approximately $26k. The compensation for commissioners shall be set to the equivalent of forty percent of the medium household income per the latest numbers released by the United States Census Bureau; approximately $17k.

17 Open Department Budget Meetings
Our proposal: -All department budget meetings shall be conducted in the Commission Chambers at City Hall and shall be open to the public and shall be televised live. -Members of the public shall be allowed to attend department budget meetings and shall only make comments to seek clarification on specific items being discussed in the meetings.

18 Consumptive Use Permit (CUP) Meetings
Our Proposal: All CUP related meetings shall be conducted in the City Hall Commission Chambers and shall be public meetings. All meetings shall be video recorded and shall be placed online for public access. All CUP related correspondence, permitting documents, and reports shall be placed online for public access.

19 Appointment of Vice Mayor
Vice Mayor role is currently appointed by a majority vote of commission members. Our Proposal: Takes politics out of the appointment of Vice Mayor by automatically appointing a new Vice Mayor every six months; appointments would cycle through each commission seat.
