2 Initiatives on Energy Conservation MH Circle, Mumbai August 07, 2018

3 Roadmap- PAN India Implementation of in-house software (e-BASS), based on MH circle model, for analyzing and scheduling the electricity bills for identification and corrective action for excess payment, abnormal consumption, wrong penalty, wrong calculation etc. Analysis of existing tariff and taking action for adoption of economical tariff from existing utility co. or any other alternate source of supply if available. Exploring the possibility for single window payment to Utility Cos. to minimize penalties, disconnection, avoidable running of DGs etc. Review of demand and taking corrective action for disconnection, contract demand rationalization, closure of substation, downsizing of DG set etc

4 Roadmap- PAN India Closure of DG sets from urban/rural Exchanges/BTSs having reliable power supply from utility cos. and providing one mobile DG sets for a group of 20 sites in urban and 10 sites in rural. Power plant optimization by clubbing of multiple power plants, removal of defective power modules, reduction in power plant capacity etc. Non- provision of BTS at un-electrified sites and closure of non-electrified BTSs wherever feasible. Action for powering of such non electrified BTSs from renewable/ non-renewable source of supply within three months. Implementation of Turbo Ventilator for BTSs cooling by replacing air conditioners.

5 Roadmap- PAN India Closure/removal of Air conditioners provided to the non-entitled officers. Provisioning of renewable energy resources on RESCO model from Renewable Energy Service Cos. (RESCOs) without CAPEX from BSNL. On-line monitoring of above parameters at corporate level  for implementation and corrective action by the circles. The Nodal Officer is proposed to be the senior most officer from electrical wing in the circle.

1. RESCO Model ~ ROOF TOP (Renewable Energy Service Company)

9 Initiatives -RESCO Model (Zero CAPEX & Zero OPEX)
First in BSNL to adapt & implement Roof Top SPV in FY Signed 14 Nos. PPAs (Power Purchase Agreement) Capacity will be 1.7 MW (Highest in BSNL) Already 1 SPV plants have been commissioned , 11 planned are being declared commissioned today & balance 4 will be commissioned by end of Aug 2018. ZERO CAPEX and ZERO OPEX

10 Initiatives -RESCO Model (Zero CAPEX & Zero OPEX)
Power will be available for next 25 years at fixed tariff of Rs per KWh. Since tariff of HT power is maximum in Maharashtra, the saving of approximately Rs. 10/- per unit generation will accrue. With commissioning of all these plants BSNL will be able to save more than Rs. 2.6 Cr. per annum. As all plants are targeted to be functional by August 2018, saving in H2 of FY 2019 we shall be saving approx. Rs. 1.3 Crore.

12 2. e-BASS (Electrical Bill Analysis & Scheduling Software)

13 e-BASS (Electrical Bill Analysis & Scheduling Software)
Scrutinising & Monitoring of electricity bills and scheduling Monthly Electricity bills are being paid with inputs received from this Software. The software compares various parameters (~36) and suggests best period to pay the bills. Any excess payment, Abnormal consumption, Exceptions are pointed out by the software & Immediate corrective action is taken. With payment scheduling and detecting errors/excess payment in electricity bill BSNL MH circle will be able to reduce 5% saving in bills (~ Rs.15 Crore per annum). Implemented in MH Circle successfully from May 2018

3. Power Purchase from ‘Open Access Systems’ (OAS)

15 Power purchase from OAS – Power Wheeling
Now Portability option is available & high power consuming customer are free to purchase power from any power producing agency. Solar power generator and wind energy power producer are willing to supply power in market at cheaper rate. BSNL can purchase power for full period except 6 PM to 10 PM. With this new ‘Open Access system’, BSNL is in process for accessing/purchasing solar power which is 15 to 20% cheaper as compared to conventional power purchased through Electricity boards.

16 Power purchase from OAS – Power Wheeling
Power from Open Access will be around Rs.10/- per unit which will be approximately Rs. 4.5 cheaper than Utility supplied power. This will not only be economical, but will also reduce carbon emission. With the implementation of open access system BSNL Maharashtra electricity expenditure will be substantially reduced for major telephone exchanges. (by Rs. 6-8 Cr). MH circle is in the process of Signing Agreement for 5 MWs units of consumption. May be implemented in Q4 of 18-19, but definitely save 6-8 Crore from next financial year.

17 4. Tariff change – Commercial to Industrial
Commercial Power tariff is 35% costlier than Industrial tariff. BSNL has been fighting the case since many years but MERC (Electricity Regulation Board) was not allowing industrial tariff benefits to BSNL. The matter was taken up at the APTEL(Appellate Tribunal For Electricity), New Delhi and as an interim relief APTEL has allowed BSNL to opt for industrial tariff for tower sites. MH Circle has ~ 2000 standalone BTSs & assuming power consumption of approx. Rs.12K per/month/BTS, the saving will be of the order of Rs. 5 Crore Per annum.

18 Use of Turbo Ventilators in BTS
In BTS location we are using Window /Split type AC unit. Many issues in maintenance and in case of failure of AC, heat build up inside BTS canopy resulting damage of cards. Few incidents of fire and theft also. The electricity expenditure was to the tune of Rs per month on air conditioner. In case of exchange faults also AC were ON thus wastage of electricity was there. Because of AC, higher capacity of DG set was required, higher contract demand of load was necessitated.

19 Use of Turbo Ventilators in BTS
To over come this, now in standalone BTS sites, turbo ventilators are being provided and use of air-conditioners are discontinued Substantial electricity cost and maintenance cost is achieved apart from capital cost. The capital cost of turbo ventilator is around Rs 16000/- which is 50% of split AC cost and electricity saving is Rs 8000/- per month thus payback period is only 2 months. The implantation was done initially in 100 sites to see the effect in rainy season but except leakage in 2 to 3 sites no problem is seen.

21 5. Refund of Security Deposit in Electricity Bills with BG
An amount equivalent to ONE Month of Electricity bill is deposited with Electricity Companies. This Security deposit amount is blocked cash which can be got refunded by submitting the equivalent amount of Bank Guarantee. MH Circle is in process of getting this amount unblocked by submitting the Bank Guarantee. This will unblock ~ 15 Cr.
