1 Transforming Hidalgo County CSCD into an Evidence Based Agency
In Hidalgo County CSCD collaborated with George Mason University to implement evidence-based practices for Community Supervision

2 Increased Agency Knowledge Base and Skill Building
SOARING2 is an eLearning system created to assist justice professionals in building skills associated with using evidence-based practices for the effective management of offenders. The system is designed to target the large audience of criminal justice personnel who are on the “front line” and provide this audience with a tool that helps translate evidence-based research into practice. Provided in-office skill development for the individual staff Improved sustainability of evidence-based practices (EBPs) Focused on application and implementation of effective EBPs. Used enhancement strategies to help learn how to apply the skills

4 Process of Skill Building
The modules are organized hierarchically from basic  intermediate advanced: Learn the core concepts Apply the core concepts Use the core concepts in your own work scenarios The curriculum is organized to flow from foundational content (risk and need)  effective case management  success (desistance)

5 Supervisors / Coaches Each coach was trained by George Mason University. Supervisors were assigned Officers to coach. Coaches responsibilities: Review and grade the Advanced quizzes. Link SOARING2 to existing agency policies and practices. Observe staff during office visits. Provide immediate observation feedback.

6 Role of Coach The purpose of the coach is to assist in both knowledge development (module content) and knowledge transfer (use of skills) Conduct Officer offender Observations to measure effective use of skills. Encourage individuals to practice and use new skills in a supportive environment Encourage the adoption of new skills through the use of observations and constructive feedback Provide on-site observations and feedback Training Practice Follow – up & Feedback SUCCESS

8 How Do you Know? How do you know if officers in your jurisdiction are addressing Criminogenic needs and have access to programming necessary to address Criminogenic needs? How do you Know if programs available in your jurisdiction are following EBP frame work? How do you know what types of programming your offender population needs?

9 Supervision Enhancement Tools
The Risk Need Responsivity Simulation Tool The RNR Simulation Tool has three portals, designed to provide decision support at the program level (the RNR Program Tool for Adults), the individual client level (Assess an Individual), and the jurisdiction level (Assess Jurisdiction Capacity) Assess an Individual tool – helps enhance supervision of offenders. Program Tools for Adults – helps agencies evaluate programs available to their offender population. Assess Jurisdiction Capacity – helps agencies evaluate service capacity to their specific offender population and drives data driven strategic planning.

Sustained effective use of EBP skills though use of observations and immediate feedback. Assess offenders to identify risk, needs, and develop effective case plans. Assess agency programming services to ensure they followed EBP framework. Assess Jurisdiction to drive strategic planning and provide programming services specific to agency population.
