What are Lines of Inquiry? What Lines of Inquiry are we pursuing through the PPA? What and who’s involved?

Quote “We got experience and learned a lot from different programmes and individuals” “We are already learning but need to do this better to inform our practice” “Capturing and disseminating lessons is still only a ‘work in progress’” “How can we build on and increase our potential for learning across the portfolio?” Participants of PPA Portfolio Workshop The idea came about during the PPA Portfolio workshop in February – with the idea of using this approach to foster on-going collaboration and inquiry-based learning between the eight programmes after the workshop.

4 What are Lines of Inquiry / “inquiry based learning”?
Lines of Inquiry in our PPA What are Lines of Inquiry / “inquiry based learning”? An approach to learning in which there is no one right way of doing things, or in which the answer to something is not yet known. This approach involves identifying and agreeing a small number of key questions which are then explored by a group of people over an agreed time period. Over time, participants seek to come to a shared understanding with view towards developing a shared agenda for action – turning the learning into action. Have you come across this / been part of a learning process with this approach?

How do we confirm the effect of our efforts on conservation targets? How and when do we collect evidence? How do we use evidence to effect change? How do we define and gather evidence for meeting conservation targets? Theory of Change How frequently are we going back to our TOC? Where there are two or more projects or programmes with similar TOC – what do we need to do then? How frequently coming back to the PPMS cycle of Network standards? Comparison of 2 or more projects through the TOC? How to better interrogate TOC at different scenarios? Nested TOCs - where are they and how can we use them? e.g. Boni is nested in CEA and China-Shift These are the long list of questions that emerged from participants of the Portfolio Workshop

Timescales, upward accountability, strategic learning How do we get better at designing and implementing for the long term and getting senior management buy in? How do we learn to listen and listen to teams with other world views? How do we (WWF UK), get better at supporting design and implementation for the long term? I.e. strategic and secure senior management buy in? How do we get better at… learning to listen to and listening to learn to the world views of others? Social and economic tools and benefits What can we learn about the different social and economic aims? How do we mainstream the different approaches? What can we learn about the different economics and social approaches across the portfolio and their benefits to people and the environment? How do we mainstream social and economic Evaluation tools into the programme cycle to evaluate social and economic benefits?

Lines of Inquiry in our PPA What Lines of Inquiry are we pursuing in the PPA? Governance How are we strengthening / influencing governance to achieve our goals? Different governance strengthening approaches – describe – how have we influenced governance in the past? What can we learn from these examples? – How to use this learning? What are the different types and levels of governance – leading to impact of our work? How are we strengthening/influencing governance to achieve our goals? Linkages and the role of leadership Where are the opportunities in the PPA for transformational change? Sites + advocacy = transformational change Where are there opportunities within the PPA to link / work across programmes for transformational / catalytic change? And how can seeing these help us do transformational change within PPA and beyond? Climate smart conservation / PPA tbc The Climate-smart conservation line of inquiry emerged on the 4th day of the workshop and so we didn’t have time to develop key questions – this needs to be the first step of the learning process around this theme, although we do have a record of lots of questions that emerged through break out groups and plenary discussions which we could refer to.

Final Clusters 1. Governance and its linkage to transformational change How are we strengthening / influencing governance to achieve our goals? Where are the opportunities in the PPA for transformational change? 2. ToC, evidence and strategic learning How frequently are we going back to our TOC? Where there are two or more projects or programmes with similar TOC – what do we need to do then? How do we define and gather evidence? What is high quality evidence? How do we confirm the effect of our efforts on conservation targets? How do we get better at designing and implementing for the long term and getting senior management buy in? How do we learn to listen and listen to teams with other world views? 3. Climate smart conservation / PPA Still to be defined!

9 What and who’s involved?
Lines of Inquiry in our PPA What and who’s involved? How?: Conduct 3 ‘experiments’ in cross-programme collaboration and learning; Develop at least 3 learning outputs; Contribute to wider organisational learning and/or influencing Evaluate the ways in which learning has been developed and applied Facilitated exchanges through WWF PPA Community website; webinars; skype calls… Who?: Everyone involved in supporting / implementing PPA programmes; the 3 LoIs will be facilitated by WWF-UK’s PPA Unit Analyse / learn / modify / mainstream Lines of inquiry Prototyping 12 Months 1. Opening up the lines of inquiry 2. Deepening the strategic dialogue 3. Prototyping actions
