5 Membership Fees Update
Milestones for 2017 Transition from NCES EXTOT to IPEDS LEXTOT for generating member fees Final year of increases to replace grant funding (28%  25%) Release of the three-year schedule of member fees for long-range planning purposes With 2018, increases plateau to 3% Ongoing assessment of fee schedule and tiers Member fees, transition to iPEDs, and sustainability this year The Executive Committee approved the next three-year schedule of member fees for longer-range planning purposes. That schedule was included in member invoice letters and is published on the WEST wiki. Member fees cover services performed in the calendar year between January and December 2017. This year, with your support, WEST will reach another major milestone: sustainability as a fully-member supported program. This is the last year in which member fees were increased to replace grant funding. The WEST Executive Committee has continued to listen to your feedback and has made strides to continue to reduce costs and provide core value. The committee approved a 25% increase this year, which is slightly lower than the 28% projected and originally communicated to members for this year. From now on, fees are expect to maintain a steady state increase at 3%. In 2017, we also began the transition from the National Center for Education Statistics (NCES) to the Integrated Postsecondary Education Data System (iPEDs) as the basis for determining member fees. WEST Member fees continue to be defined based on a table of fixed fees based on library expenditures. In 2017, library expenditures were calculated using a two-year average (NCES 2012 EXTOT and iPEDs 2014 LEXTOT) which was determined to be the most advantageous approach to transitioning from NCES to iPeds for the most members. 11 February 2018

RFP for serials analysis tools in 2015: SCS responded SCS Service Exploration Conducted focus groups and surveys of users Worked with CDL/WEST to understand aspects of the AGUA tool Received input from Rosemont Executive Committee Product development proposal (in collaboration with CRL) Rosemont webinar and survey to participant program institutions Update on recent communication with SCS and CRL SCS created a product flow and potential price model Rosemont Executive met with SCS in November – SCS presented their model Rosemont Operations put together the webinar introducing the idea of the decision support tool to the broader community of Rosemont participant program members We have since learned that SCS is no longer pursuing that specific approach and timetable, and is now considering other options. Rosemont will continue to engage with SCS and CRL to understand what those directions are and discussing within Rosemont what our next steps should be in relation to decision support to help us move forward with our road map. We will be analyzing the survey. We will be using the results to help guide next steps.
