4 What is cultural heritage?
Resources inherited from the past in all forms and aspects: tangible, intangible and digital. Including: Monuments and sites Landscapes and natural sites Skills, knowledge and expressions of human creativity (oral traditions, festivals, songs, etc.) Collections in museums, libraries and archives (paintings, books, artefacts, etc.) Film heritage

5 Why a Year for Cultural Heritage?
To encourage the sharing and appreciation of Europe's cultural heritage as a shared resource; To raise awareness of common history and values; To reinforce a sense of belonging to Europe; and To better protect, safeguard, reuse, enhance, valorise and promote Europe's cultural heritage. Purpose of the Year stated in Art 1 of DECISION (EU) 2017/864 © European Heritage Label

8 Implementation Management of the Year at national level
A decentralised initiative Managed by National Coordinators appointed by Member States.

9 Implementation Management of the Year at European level
Joint effort of European Institutions: Commission, Parliament, Council of the EU, European External Action Service, Committee of the Regions and European Economic and Social Committee. With DG Education and Culture in the lead, it will be a joint effort of different departments of the Commission, including DG GROW, focusing on: education, regional development, social cohesion, environment, tourism, research, audio-visual policy, etc.

10 Implementation Management of the Year at European level
The Commission is assisted by a Committee of stakeholders, composed of 35 representative organisations, including Europa Nostra. International organisations including UNESCO and the Council of Europe are also closely associated.

11 How? Budget Total budget of EUR 8 million for 2017 and 2018
To finance transnational projects through the dedicated Creative Europe call; To support the implementation of the 10 European initiatives; For the Year's communication strategy (Euro-barometer survey, production of toolkits to reach target audiences, etc.).

12 How? IN ADDITION Funding for cultural heritage will be available through different EU programmes: Erasmus+, COSME, Horizon 2020, Europe for Citizens, EU structural and cohesion funds, etc. A dedicated Creative Europe call of 5-7 MIO EU

Communication campaign (website and newsletter)and Eurobarometer survey Numerous events, starting with the launch of the Year at the European Culture Forum on 7-8 December 2017 Transnational projects and European initiatives

A communication campaign at European level to complement communication strategies and plans at Member States level Focusing on the objectives of the Year Flagging the European dimension of cultural heritage Official launch of the communication campaign at the European Culture Forum in Dec Euro barometer Events and projects at European and Member State level , responding to the Year's objectives, can receive the label of the Year – by National Coordinators + EC/members of Stakeholders Committee (All projects and events have to respond to one of the objectives of the Year

20 Sustainable Cultural Tourism
EC established Open Method of Coordination (OMC) expert group on sustainable cultural tourism (SCT OMC) – to examine its impact, inter alia, on local communities and the involvement of local communities in development. Good and poor practices will be identified → map methods and tools to make the cultural heritage of Europe accessible to and interoperable with a sustainable system of tourism promotion and marketing. Present policy recommendations and guidelines for regional and local authorities.

21 Sustainable Cultural Tourism
Debate around the concept of ‘sustainable tourism’ Sustainable - suggests a state that can be maintained and perhaps even unchanging Tourism implies constant adaptation to consumer demands. EYCH - explores the relationship between the cultural heritage and cultural tourism; it examines the concept of the sustainability of cultural heritage along with the economic benefits of tourism.

Recommendations will be: Published Highlighted and presented at a number of events happening in late 2018 e.g. Meeting of the European Capitals of Culture mayors in Florence Conference being held by the European Cultural Tourism Network (ECTN).

Liaison DG GROW: Also coincides with the European Year of Tourism with China 2018 An opportunity to deepen discussion on sustainable cultural tourism COSME – promoting thematic tourism products – transnational thematic tourism offers (CCI) UNESCO World Heritage Journeys in the EU Developing trans-European Cultural Routes - World Heritage sites. Clear European dimension. Comprise one anchor place and several under-exploited sites in order to disperse cultural tourism to less-known sites EDEN - European Destinations of Excellence – April 2018

24 Sustainable Cultural Tourism
Liaison DG ENV: Relationship with natural heritage and conservation areas under the European network Natura 2000 EU Action Plan for Nature, People and the Economy includes activities to strengthen these links and connect them to the EYCH (1) Evaluation of spatial overlaps between Natura 2000 and cultural heritage areas + development and dissemination of good practices and case studies on integrated management (Possible workshop) (2) The pan-European Natura 2000 Awards - Action 14
