2 Learning Objective Action: Integrate Identification Card (ID) Card Processing Requirements Condition: Senior HR Leaders in a classroom environment working individually and as a member of a small group, using doctrinal and administrative publications, practical exercises, case studies, personal experience, handouts, and discussion with an awareness of the Operational Environment (OE) variables and actors. Standard: With a minimum of 70% accuracy, administer Common Access Card (CAC) security requirements, control components of the DEERS/RAPIDS workstation, and conduct DEERS/RAPIDS deployable workstation functions.

3 DEERS / RAPIDS DEERS is a database that allows personnel information to be tracked and stored. RAPIDS is the application used for accessing the DEERS database in order to update beneficiary information and create ID cards. RAPIDS pulls personnel data from the DEERS database. Users must save data to DEERS to issue ID cards.

6 User Roles Verifying Official (VO) – Verifies data, enters data, and issues ID Cards. Super Verifying Official (SVO) – Performs all roles of the VO and manages report data and site information. Site Security Manager (SSM) – Performs all roles of the VO and SVO and managers users, security, cardstock, and consumables. The SSM also performs RAPIDS security overrides for document and fingerprint support.

8 RAPIDS / ID Cards Security
NEVER Issue an ID card when the person's identity is in question or without proper documentation. Let anyone borrow your CAC or know your PIN. “Lend" your fingerprint to help someone log on with your credentials. Leave a RAPIDS workstation with your CAC in the reader. Issue ID cards under someone else's logon ID. This is considered fraud! Penalties for Misuse of ID Cards: Any person willfully altering, damaging, lending, counterfeiting or using ID cards in an unauthorized manner is subject to fine, imprisonment, or both according to Title 18, U.S.C., Sections 499, 506, 509, 701, or 1001. ALWAYS Remove your CAC from the VO reader when leaving your workstation. Keep your PIN secret and safeguard your CAC. Maintain your Site Roster if you are a SSM. Remove any users from the Site Roster who are no longer working at your site. Require the correct documentation prior to creating or updating records in DEERS. Report any security violations to your SSM, supervisor, or through your chain of command.

10 RAPIDS Deployable Workstation Deployment Planning Guidance
Pre-Deployment • Issue new CACs to personnel whose cards will expire while deployed • SSMs and VOs recertify web based training prior to deployment • Change CONUS mailing and location address to AOR address • SSMs and VOs login to RAPIDS as late as possible before deployment • Take two certified SSMs to the AOR, do not change • Take workstation and CSS VSAT with you STRATAIR • SSMs control Verifying Officials (VOs) adds and removals • Army Project Office and DMDC control the adding and removal of SSMs During Deployment • Immediately take inventory of RAPIDS hardware components • Setup your deployable workstation and sign into RAPIDS • Contact Army Project Office to ensure they know you are in the AOR • Always include your site ID, DSN number, and location • Log into DMDC’s Verifying Officials Information System (VOIS) website for important policy regulations, schedules and necessary forms • For trouble shooting assistance (your first call for help) contact DMDC Helpdesk Redeployment • Change mailing and location address from AOR back to CONUS address • Log into RAPIDS before breaking down the deployable workstation • Take inventory of the RAPIDS hardware components and cardstock • Take workstation back STRATAIR • Log into RAPIDS immediately arriving in CONUS The deployable workstation consists of the following components: 1. Two surge suppressors 2. Laser printer (except ships) 3. Laminator (except ships) 4. Laptop Port USB hub 6. Fingerprint scanner 7. PIN pad 8. Smmt Card printer Dual Smmt Card Reader/Encoder (Customer) Smart Card Reader/Encoder (YO) 11. Camera tripod 12. Camera 13. Document scanner or portable document scanner (ships) 14. Web resources include the VOIS, Inter-Service Publication, AFI (I), and the DMDC Access Card Office Web site. Online Help provides basic RAPIDS information. Contact the DEERS Security Office (DSO) if you are experiencing record problems or data discrepancies. If you need assistance beyond that provided by the RAPIDS Web resources and Online Help, or if you are experiencing hardware failure or error messages, contact the Defense Manpower Data Center Support Center (DSC). The Service Project Officer (SPO) can help if you are unclear whether the documentation a sponsor or dependent is supplying is acceptable, and assist with numerous other functions.
