HERBERT L. ALTSHULER Major General, United States Army Commanding SOF ROLES AND MISSIONS Special operations forces have a dual heritage. They are one of the nation's key penetration and strike forces, able to respond to specialized contingencies across the conflict spectrum with stealth, speed, and precision. They are also warrior-diplomats capable of influencing, advising, training, and conducting operations with foreign forces, officials, and populations. These two distinct missions are complementary, allowing SOF personnel to gain regional expertise and access that enhances their ability to react to any contingency in any region of the world. 11/7/2018

4 Command Relationships
Combatant Command Command USSOCOM HQDA USASOC AFSOC NSWC JSOC USACAPOC USASFC USAJFKSWC 75th RGR RGT 160th SOAR SOSCOM USSOCOM is commanded by a 4 star general, ASOC and the other service components are commanded by 3 stars (Lt. General), and their subordinate commands (SF Command, USACAPOC, etc) by 2 stars (Major General). USSOCOM is one of the unified commands which rates a CINC, much like USEUCOM or CENTCOM. Commander USSOCOM is essentially commandless until forces are placed under him. What that means is that Army USACAPOC is commanded by Army SOC until they are placed under command of USSOCOM, as they were during Desert Storm. Until then there are regulations, mission, and other activities where the component commands work closely but it isn't real firm. Under USSOCOM there are component commands. Army Special Operations Command, NAVSPECWAR, etc. These elements exercise direct command and control under normal conditions. They write regs, handle training standards, do strength evaluations, and all the other stuff a command would do. These are normally run by a 3 star (Lt. General). USACAPOC has command of all CA and PSYOP assets in the continental US. This is a 2 star (Major General) billet. USACPAOC This is considered SOF but no one really believes it. They, along with SF CMD and ASOC are located at Ft. Bragg. 9 Civil Affairs Functions
Reduce civilian interference with military operations. Help restore and maintain public order. Safeguard, mobilize, and use local resources. Facilitate the equitable distribution of humanitarian supplies and services. Among the principal support tasks of Civil Affairs is conducting liaison operations. All Levels of U.S. Military Command Host Nation, Coalition / Allied Military Foreign Governments International Organizations (IOs) Other U.S. Government Agencies (OGA) Non-governmental Organizations (NGOs) In simple terms, our Wartime mission is to assist the military commander in keeping the civilians out of the way on the battlefield and to help gain the support of the civilian populace to reduce interference with the military. In peacetime, we engage in humanitarian and relief operations as well conduct various surveys and assessments for non-US militaries and governments. 11 Global War on Terrorism
USACAPOC Activities Global War on Terrorism Supported reopening schools to ensure student completed end-of-year exams. Assisted with contracting to clear irrigation canals. Facilitated daily coordination between non-governmental organizations (NGO) and local, regional and national Iraqi Government offices. Coordinated the training of law enforcement officers, fire fighters, legislators, attorneys and customs officials. Assisted in the formation, training, and implementation of neighborhood, district, and city councils. Focused on the principles of democracy, free speech, minority representation, and self-governance. Led initial efforts to develop the Iraqi currency exchange program, to open the Baghdad International Airport, and to reopen the Iraqi Stock Exchange. 11/7/2018
