3 Wyoming HIE Project Update
AKA “WYFI” – planned implementation of a statewide Health Information Exchange initiated by the Department of Health (WDH) in 2016

4 HIE - Timeline July, 2016 – WDH applied for 90% federal funding participation (FFP) from CMS to fund the development, design and implementation (DDI) activities to build the HIE January, 2017 – CMS granted approval of 90% FFP for all DDI activities January, 2017 – WDH released a request for proposal (RFP) opportunity to the vendor community as part of the competitive procurement process Feb – April 2017 – WDH reviewed and scored proposals from 13 vendors

5 HIE – Timeline (cont.) May, 2017 – the RFP awardee was Medicity, Inc.
Dec., 2017 – the contract between WDH and Medicity was fully executed Jan. 18 – March 18 – The HIE infrastructure has been built and is ready for software deployments and connections. Twenty one early adopters are on-boarding for connections to the WYFI HIE currently

6 HIE – Phased Implementation
Phase 1 – will build the core infrastructure for integration with 27 hospitals, clinics and other healthcare providers in WY Phase 2 – will integrate trading partners such as LabCorp and Quest, as well as integration of the WDH Total Health Record and Public Health registries Phase 3 – will integrate Medicaid claims data and connect to other HIEs and providers

7 HIE – WYFI Steering Committee
Looking for providers to join the WYFI stakeholder groups. The committees are: Legal, Policy, Security and Privacy Technical Provider Outreach Sustainability Steering Committee Interested parties can or WYFI website: Sign up to be an early adopter, submit comments and view all WYFI information

8 WY Medicaid Budget Update
2018 Session – Appropriated $21,370,000 to cover existing shortfall in Medicaid (effective immediately) 19/20 Biennium – Funded 50% (~$14.6 million) of the general fund exception requests submitted, noting that the Department should return next year with updated data and projections. All funding requested for year 2 has been set aside, but the Agency must request it Appropriated $210,545 general fund for the expansion of the Medication Donation program Denied the Governor’s request on the exception for reinstating the BCC/EID program cuts (programs will need to go back to 100% FPL unless vetoed by the Governor) Comprehensive and Supports waiver (rate rebasing) – 2 years of funding

9 Legislation SEA 61 – Drug Donation Program Act – Expansion
HEA 59 – Medicaid Birth Cost Recovery Requires WDH to notify DFS of birth costs 60 days after birth Applies to any birth after July 1st, 2018 Requires accounting and repayment of federal share for amounts collected Rules update SEA 61 – Drug Donation Program Act – Expansion Authorizes MPAP (PT person to assist individuals navigate drug company discount programs) Additional positions  $400,000 SGF appropriated to WDH Requires report on "implementation" by 10/1/2019 SEA 21 – Veterans’ skilled nursing center Level I/II (WDH/MD/CM) Report to JtLHSS and SBC due 10/15/2018 JtLHSS interim study on (a) LTC staffing availability, (b) availability of SNF beds and (c) potential demand. Report due to JTIC 10/15/2018.

Requires WDH to set up program for contracts with volunteers Requires rules development HEA 4 – Supplemental Security Income Program Transfers program from DFS to WDH May require rules update SEA 28 – Organ Donation Promotion – task force Requires participation of WDH employees knowledgeable of department's activities re: organ donation. Report to JtLHSS 10/1/2018. Governor determines executive branch agency to provide administrative support SEA 60 – Hemp Extract Revisions Adds definition of minor May need rule update SEA 13 – Required Reports in Adoptions Form elements to VSS
