Goals and Objectives Close links between the B&R and the UN 2030 Development Agenda Achieving a ‘win - win’ for all participating countries B&R + SDGs = Mutual Success B&R Goals Policy coordination Facilities connectivity Unimpeded trade Financial integration People-to-people bonds The B&R calls for the building of “a community of shared future for mankind’ and is designed with some concrete priorities, such as on infrastructure, that have attracted a lot of attention from international stakeholders, including international organizations, development banks, governments, enterprises and investors, including those from private sector. At the same time, the UN has announced the 2030 Development Agenda, a major programme of transformation with a huge price tag to close the infrastructure gap and achieve the UN SDGs. 5 Concept of Projects Projects should be sustainable, transformative and People first! Don’ts: Do not strap countries with too much debt Do not create “white elephants”, i.e. large projects that lead to nowhere and have no impact Do not forget inequalities and poverty and women empowerment Do not tolerate corruption People-first Criteria: Increase access to essential services and lessen social inequality and injustice; Enhance resilience and more care with the environment; Improve economic effectiveness; Promote replicability and the development of further projects Fully involve all stakeholders in the projects. Concept of Projects Three types of project templates shall be developed and all linked up to the People-first criteria: Renewable energy National Small & Medium Sized Projects All linked to People-to-people Projects International Mega projects Transit Mega projects that cross borders will be needed and to link these to economic activities that can justify the business case for these projects Small and Medium Sized Projects in local communities are necessary to create meaningful jobs, improve people’s standard of living and engage all the stakeholders. People-to-people Projects are another type of project will contribute to both economic prosperity and cultural promotion. Industry parks & Business centers Culture

Concept of Projects Projects Linkage: The mega projects have the potential to bring transformative impact, but they cannot be sustainable without linkage to other projects. Projects linkage allows for the required social and environmental impacts. Concepts Categories International, Transformative infrastructure Many B&R countries face challenges of getting products to global markets – because many are land locked or geographically isolated; Connectivity is crucial for success but risks are high: different national standards, PPP laws, border delays at customs, etc. There is need to negotiate in cross border projects. Mega projects Country-wide, Local infrastructure with social dimensions Supplementing the large scale mega projects are national PPP programmes for transformation, environmental sustainability and overcoming differences between the ‘have’s’ and the ‘have not’s’; Building technology, facilities for the communities to improve local life, realize smart cities and better communities. Small & Medium Sized Projects People and Culture This category of PPPs is a necessary complement to the other projects, as they project People’s culture and ways of life against ‘too speedy and too much’ development. The first approach is to respect and integrate local culture, including religion, custom and history, into mega and small-medium projects, the second approach is to build actual projects that are promoting culture and tourism People-to-people Projects Projects can be people first only if taking into account the social dimensions The mega projects could not be sustainable without the undertaking of smaller sized projects. Social housing, connecting local community with markets Country-wide social rebalancing SM project: technology superiority, become really smart cities Types of Projects: balancing – local jobs. Big/good companies are fully consulted with local communities in the process of design. Projects linkage allows for the required social and environmental impacts.

Pillar 1 Policy Dialogue Pillar 3 PPP National Capacity Building Pillar 2 A Facility to Develop Projects International National Mezzanine Pillar 1 is the Policy Dialogue Pillar 2 is the identification of transformative projects set out as project templates and leading to the creation of a Facility to Develop Projects Pillar 3 is a comprehensive PPP National Capacity Building programme focusing on building the governments’ capacities to deliver the right projects for success. 1. A policy dialogue to improve cooperation among the participating countries; 2. A comprehensive PPP national capacity building programme; and 3. The identification of transformative projects that can be scaled up and replicated in other regions and countries (We will finish it in November 2017 to be shared shortly).

Three pillars work as a process, targeting specific risks and challenges in different stages, to develop and implement the projects we highlighted. 13 Actions / Strategies The steps to be taken to develop the flagship projects: This completes the ‘upstream’ work on the project – there then follows the ‘practice’ in the implementation phase, agreed in the policy dialogue 1 Gather together best practice models falling under each of the three categories 2 Produce projects templates based on UNECE best practices 3 A comparative legal and regulatory review document will be discussed by policy dialogue in order to remove the barriers to projects existing in national level (Pillar 1) 4 Projects are implemented the national PPP capacity building programme in countries (Pillar 3) 5 Advisory B&R expert group in the facilitation hub validates the projects, having reached the required standards 6 Due diligence, feasibility study final preparation for funding 7 Submit projects to the funding partners (AIIB, EBRD, World Bank, etc.) The steps to be taken to develop the flagship projects: Gather together best practice models following under each of the three categories: 2 Produce projects templates based on UNECE best practices – 2 Projects are also submitted to the policy review form for comments in order to remove policy, regulatory barriers in B&R countries [Peer Review] Integrate selected projects templates into the national PPP capacity building in ten countries (Pillar 3) Receive comments from the advisory B&R expert group on projects to assure achievements of the right standards (2) Submit projects to the facilitation partners (AIIB, EBRD, World Bank, etc.) For due diligence, feasibility study and eventual funding (2) This complete the upstream work bringing forward the project development, principles, related to project, agreed in the policy dialogue. A comparative legal and regulatory review document will be discussed through policy dialogue in order to remove the barriers to projects existing in national level.
