November 3, 2010 “Adult Career Pathways: A National Perspective” Libby Livings-Eassa Education Program Specialist U.S. Department of Education - OVAE The Nationally Developed Programof Study Design FrameworkThe Carl D. Perkins Career and Technical Education Act calls for states to offer career and technical programs of study. To help states and local recipients meet these requirements and ensure better consistency across the nation, the Office of Vocational and Adult Education (OVAE), in collaboration with major national associations, organizations, and states, have formulated a “career and technical programs of study design framework.” During this session these components will be discussed allowing participants an opportunity to compare and contrast their programs of study with this suggested national model.

WAS the largest federal investment in education Differences: Requires Programs of Study linking secondary and postsecondary education & training Dual prep PS and employment Academic and technical DOL emphasis: high wage, high demand Performance measures include: Increased rigor/relevance/relationships Serving all students Modeling Career Clusters The name change eliminates the focus on sub-baccalaureate careers - engineering can now be a CTE program of study DIFFERENCES: Dual preparation for postsecondary education and employment “academic and technical” preparation High wage, high demand reflects DOL emphasis © 2008
