Chile Strong and capable bureaucracy Advanced system of management control and results-orientation Strong link between budget, policy and administration Reforms started very simple and took 10 yrs+ Very top-down, ownership quite narrow at the outset Malawi Weak and informal public sector High degree of institutional fragmentation Ownership of PRSP very narrow Technical reforms have a history of failure Gov‘t improved fiscal discipline & budget credibility  first step towards better accountability? How to bridge the gap?
