1 ELPA21 Screener Paper Administration Using the Data Entry Interface (DEI)
Training Module Welcome. In this training module, we will discuss how to use the Data Entry Interface (DEI) to enter student responses on paper-based screener tests for ELPA21. Please note: the standard administration of the ELPA21 screener is via the online format for all students in all grade bands. A lack of technology skills is not a reason to use a paper test. If the student does not possess the necessary technology skills, then the screener Test Administrator (TA) will operate the technology for the student. Refer to the ELPA21 Online Screener Test Administration Manual for more information. Paper testing for the screener is a rare instance, and only available to students with an IEP that states paper is the method for testing, instead of online. For those rare instances, this module trains TAs how to enter the student responses so that the test can be scored. This module covers information that TAs should be aware of before using the Data Entry Interface. 3 How the DEI Is Used The DEI can be used:
To record responses to the speaking test for students who take the test on paper forms. To enter student responses for students taking the test on paper forms. The DEI can be used to enter student responses for students with an IEP taking the test on paper forms and to record responses to the speaking test for students who take the test using paper forms. Students taking the paper-pencil version of the screener will begin the test by entering responses for all non-speaking items into their test booklet. When the student encounters a speaking question, the TA should log in to the DEI and navigate to that test item to record the student’s spoken response. After the student has completed the entire test in this manner, the TA must return to the DEI and enter the student’s responses for all other test items. Finally, the TA should review and submit the test for scoring.

4 Confirming Student Settings in TIDE
TIDE is the “home” for all student data and accommodations. Before a TA can enter data for a student into the DEI, that student’s record should be checked in TIDE to ensure that the correct flag has been set for a paper form. Domain exemptions must be marked in TIDE prior to paper testing and data entry. TIDE is the “home” for all student data and accommodations. 5 Confirming Student Settings in TIDEpt2
Domain exemptions must be marked in TIDE prior to testing. Remember: Students who require a domain exemption must have that domain exemption recorded in TIDE prior to testing. If no domain exemption appears in TIDE, then all domains will be scored for the student, even if no questions are answered. Contact your SC, DC, or DA for clarification on how to determine and record domain exemptions.

6 Accessing the Data Entry Interface
To access the DEI, navigate to the ELPA21 User Card on the portal and select the Data Entry Interface icon. For paper testing, the TA should log in to the system in preparation for administering the speaking test items that are in Segments 2 and 3. Because the screener is a mixed-domain test, the speaking items are scattered throughout the test, not collected in a single domain like on the summative assessment. To access the DEI, navigate to the ELPA21 User Card on the portal and select the “Data Entry Interface” icon.

Log in with your username and password. Log in with your username and password. This is the same username and password you use to access all AIR systems including TIDE and the Test Administration site.

You will be prompted to enter information for the student you are testing. Enter the student’s first name and student ID (or temporary ID), and then click Sign In. After logging into the DEI, you will be prompted to enter information for the student you are testing. Enter the student’s first name and student ID number. Please note that the student’s first name and ID must match what is pre-identified in TIDE. If the student does not yet have a state SSID, then you should enter the temporary ID listed for the student in TIDE. For information about registering students in TIDE, please consult your TIDE User Guide or reach out to your SC. When you have entered the information, click Sign In.

Verify that the student’s demographic information is correct. If all of the student’s information is correct, click Next. If any information is incorrect, click Log Out and then contact your test coordinator. Next you will be prompted to verify that the student’s demographic information is correct. Please be sure to review every field. If all of the student’s information is correct, click Next. If any information is incorrect, click Log Out and then contact your SC.

10 Test and Form Selection
After verifying the student’s information, the Available Tests screen will appear. Please note three things about this page: First, the page lists the test available for the student based on the student’s grade level. Please verify that the appropriate test is listed for the student. If you believe the test for this student is missing or incorrect, please contact your test coordinator. Second, the arrows on this page signal the test’s status. A solid green arrow indicates that the test has not been started and no data has been entered. A dashed green arrow indicates that the test has been started, but still needs to be reviewed and submitted. Finally, please note that unlike the ELPA21 summative assessments, the screener includes all domains within a single test.

11 Test and Form Selection
Select the correct form number from the Test Forms drop-down menu and then click Select. There is only one form for each test, so you will only have one option to select. After you select the test form, select Next to proceed. On the next page, you must select a form from the Test Forms drop-down list. Review the student settings and select Yes to continue.

12 Audio Playback Check Next you will see an Audio Playback Check screen. Click the sound icon and indicate whether the sound was audible by choosing either the I heard the sound or I did not hear the sound button. If you click I did not hear the sound, you will receive a message advising you to adjust your device’s volume settings and try again. Make sure the audio is not muted on the computer and that the headset meets device requirements in the Technical Specifications Manual for Online Testing and is properly connected.

13 Microphone Check Start/Stop Recording Start/Stop Playback
You will also be asked to verify that your microphone is functioning. To continue, click the top button (microphone icon) on this screen. Students should say their name into the microphone and then click the top button again to stop recording. You can do this for students. After stopping recording, press the bottom button to play back the recording. If you clearly hear the recording, click I heard my recording to proceed to the test. If the audio is not clear, click I did not hear my recording and then click Try Again to record an audio sample again. You can click Select New Recording Device to try recording using a different attached audio device, or click Logout to leave the test and adjust the microphone settings.

14 Instructions and Help Before beginning data entry, the Instructions and Help page will appear. You may review the information on this screen to understand what test tools are available and how to navigate through the test. After you have finished reviewing this screen, click Begin Test Now.

15 Entering Data Note that practice test questions do not appear in the DEI. The first test item seen is the first operational test item in segment 2 of the screener. The data entry page will display one item at a time within a task. Notice the numbered tabs at the top right corner of the screen. These tabs represent items associated with the task. A green checkmark will appear in each tab after data has been entered for that item. You can use the green arrow buttons labeled Back and Next in the upper-left corner of the screen to move between the items of a task. You can also jump directly to a specific task using the Questions drop-down menu.

16 Entering Data pt2 The Save button can be used to save a response, but is not necessary to use, because responses are automatically saved as soon as they are selected. The Pause button is used to pause the data entry session without submitting the test, so that you can finish entering data later. The Done Entering Data button is used to submit the test. We will discuss these functions in more detail in a moment. You can use the Zoom Out and Zoom In buttons at the top right of the screen to magnify text and images. Please note that the DEI may have additional tools and accommodations available, because the interface is designed to be similar to the online test that the student sees when testing online. These tools and accommodations are not necessary when using the DEI. Students taking the paper-pencil version of the screener should enter responses for all non-speaking items into their test booklet. The TA should already be logged into the DEI when the student starts Segment 2 and should navigate to the first speaking item to record the student’s spoken response. Do not enter any of the student’s other responses until the student has finished the screener. After the student has completed the entire screener, the TA must return to the DEI and enter his or her responses for all other test items. Finally, the TA should review that they have entered all responses before submitting the test.

17 Done Entering Data After completing data entry, be sure to review all entered data. Follow the instructions provided in the DEI User Guide. When you have checked all responses you have entered and are ready to submit the test, click the red Done Entering Data button to continue. If you are not ready to submit answers at this time, click the Pause button to save your work and navigate away from the system. In the process, you will be logged out of this student’s data entry session. If you choose to pause your session, remember to complete data entry and submit the test by the end of the administration window. Please note that you must click the Done Entering Data button in order to submit scores. Scores not submitted this way by the close of the test window will not be accepted for scoring. You will be asked to confirm that you would like to submit the test. Click Yes to continue.

18 Review and Submit You will receive one more opportunity to review your entries. You may review your entries again or submit the test for scoring. On the next page, you receive a final opportunity to review your entries before submitting the test for scoring. Each unanswered question has an orange icon beside it. Both answered and unanswered questions are available for review. To review a question, click a question number. You may click the Done Entering Data button at any time during the review process to return to this page. If the test is ready for submission, click the Submit Test button. A pop-up window will ask you to confirm that you are done reviewing. Click Yes to submit the test. If you do not submit the student’s test, then the test will be paused. If a student’s test is auto-submitted before all responses have been entered, then an appeal will need to be created in TIDE for that test to be reopened. For information about creating appeals, see the TIDE User Guide. Once submitted, the student’s scores are final. If the test was administered or submitted in error, your DC may submit an appeal to invalidate it after submission. Please consult your DC if you believe that test answers were submitted in error. You must click the I’m done here button in order to submit the test. Then click Yes in the pop-up window to submit.

19 Submitting the Screener
The next screen will confirm that the student’s test has been submitted. From here, you may choose to log out or enter data for a different student. Note: Although there is an option to “Enter More Data for This Student” on the screen, no additional data can be entered once the screener test has been submitted.

20 Helpful Hints You may skip items that the student has not answered by clicking the Next button. Instead of drawing a line between two objects, you may need to drag and drop one object on top of the other. Instead of filling in a blank, you may need to choose an answer from a drop-down list. For a test with domain exemptions to be scored correctly, the exempted domain(s) must be selected in TIDE, and all the questions in this domain must be skipped while the test being transcribed into the DEI. If any questions are answered in a domain, it will be scored and reported, even if the student is exempted from that domain in TIDE.
