3 Grants- what we can expect
The “small print” will come through late! Outputs will need to link to HS2 HS2 to be part of project publicity Grant conditions to be legally binding Monitoring and accountability of outputs

4 Grant conditions Will reference a project plan
Must comply with State Aid rules Can seek recovery from individuals/organisations named in application if misspent/underspent Likely to be proportionate to value of grants Likely to have short-ish lifespan

5 “Delivery model” options
An individual “Unincorporated” group (residents assoc., “friends of..” “…action group”) Existing legal entity (parish council) Specially established legal entity (community interest company, company ltd by guarantee, charitable company or charitable trust)

6 Selecting the best model
Proportionate to value of the grant/project Protection against personal liability Ease of administration, regulation, longevity Identity within the community Ability to attract other funding Ability to manage the project long term

7 Onward project governance
If funding an asset: licence for community use and/or maintenance obligations? Document your internal arrangements and plan an exit strategy- who/what is the core of the project? If using subcontractors/third parties make sure it’s all documented!
