Hello and Welcome to the TRICARE Retiree Dental Program. We at Delta Dental are honored to be able to bring you this program AND are thankful for your service to the country. TRICARE Retiree Dental Program

Introduction TRDP established 2/1/1998 Over 1.4 million TRDP enrollees Nearly 63 million smiles entrusted to Delta Dental New TRDP contract 1/1/2014 Increase in annual and dental accident maximums Increase in lifetime orthodontic maximum A third cleaning covered for children and adults with diagnosed type 1 or type 2 diabetes No change to Basic Program The TRDP was established by the National Defense Authorization Act of It is a voluntary and comprehensive program. We currently cover over 1.4 million lives around the world. We’re happy to report that the government recently awarded us a new 5-year contract which began on Jan 1, Not only did the annual maximum, dental accident maximum and lifetime orthodontic maximum increase, but a third cleaning was added for Type 1 and Type 2 diabetics, and the monthly premium went down by about 20%! For the next few minutes we’ll be showing you how you can take advantage of this beneficial and cost-savings dental benefits program.

3 TRDP coverage is offered worldwide:
Service Area TRDP coverage is offered worldwide: Enhanced Program The 50 United States & District of Columbia, Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, Commonwealth of the Northern Mariana Islands, and Canada, plus coverage for emergency services overseas Enhanced Program for those living overseas Coverage available worldwide One of the most convenient aspects of this program is that it travels with you. You can use this program anywhere in the U.S., Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands and Canada. What’s more, if you are enrolled in the Enhanced program, you will now be able to access care for dental emergencies while traveling overseas. And, for those in the Enhanced program who reside overseas, coverage is available for all services no matter where you are.

4 Current spouses and eligible children of enrolled members
Eligibility Members of the Uniformed Services who are entitled to retired pay, including those age 65 and over Members of the National Guard/Reserve who are in Retired Reserve status, regardless of age Current spouses and eligible children of enrolled members All Uniformed Services retirees who are entitled to retired pay are eligible for the TRDP, regardless of age. This includes Guard/Reserve retirees who are under age 60 (these folks are commonly referred to as “gray area retirees”). Unlike medical benefits and retired pay, they do not have to wait until they are 60 to sign up for dental coverage. Current spouses and children of retired service members are also eligible. Children are eligible up to age 21 or age 23 if a full-time college student. Dependent children who are older than age 23 are also eligible if they are deemed incapacitated. A good rule of thumb to remember is that DEERS drives eligibility.

Unremarried surviving spouses & eligible children of deceased members who died while in retired or active duty status Current spouses and eligible children of non-enrolled members, under limited circumstances Medal of Honor recipients and their eligible immediate family members Verified through the Defense Enrollment Eligibility Reporting System (DEERS) Unremarried surviving spouses and eligible children of deceased members who died while in retired or active duty status are also eligible. The same aforementioned age requirements apply to these children. While the general rule is that the retiree must enroll to enroll his/her family members, the following three cases, so long as they are supported with documentation, are exceptions: a. If the retiree is eligible to receive ongoing, comprehensive dental care from the Department of Veterans Affairs; b. If the retiree is enrolled in a dental plan, through other employment, which is not available to family members; or c. If the retiree is unable to obtain benefits from the TRDP due to a current and enduring medical or dental condition. Last but certainly not least, Congressional Medal of Honor recipients and their eligible family members may enroll in the TRDP. DEERS verifies eligibility so you have to make sure your information is up to date in DEERS; otherwise, you could have your enrollment delayed.

6 Updating Your Information
Keep your contact information up to date Online: By fax: Visit an ID card-issuing office: More information: Important: Visit your local ID card office (RAPIDS site) or ( to update your DEERS record to reflect your retirement date Remember to register/update DEERS whenever there is a change in family status/address Having outdated information can negatively affect your enrollment and eligibility for the TRICARE Retiree Dental Program. As previously mentioned, it is important that you keep your information in DEERS current. You can do this online, by fax or going to an ID card office – or RAPIDS facility – in person. Visit these web sites to obtain more information. If you move or have a change in family status, please remember to update that information in DEERS, as well.

7 Enrollment Two convenient ways to enroll:
Online through the TRICARE Beneficiary Web Enrollment (BWE) website. Access from tricare.mil/bwe, DMDC MilConnect or trdp.org DFAS myPay Acct, Common Access Card (CAC) or DS Logon Print application at trdp.org and mail it to Delta Dental Retiree submits application and premium prepayment two week before official retirement date is effective. Applications can be submitted sooner; but retiree eligibility must be shown in DEERS to accept enrollment otherwise the application may be returned. Enroll within four months after retiring for waiver Submit an Online Customer Service Inquiry (OCSI) There are two ways to enroll in the TRDP: online or by mail. If enrolling online, you will be using the BWE website that can be accessed on trdp.org or from the tricare.mil websites. If you prefer to mail in an application, one can be downloaded at trdp.org. Once we receive the retiree’s application and two month premium prepayment, we verify eligibility, process the application, and establish the appropriate method of payment of the monthly premium. If you are about to retire or have done so in the last four months, please be aware that you have the ability to skip the 12-month waiting period for services like crowns, braces, implants and dentures. This waiver includes "gray area" retirees – those National Guard/Reserve members who retired, but will not begin receiving retirement pay until age 60. In order to get this waiver, it is important that new retirees who enroll in the TRDP submit documentation (copy of retirement orders) showing that they retired. Once that is met, the retiree has the option to remain enrolled on a month-to-month basis. Retirees have a 30 day grace period from their coverage effective date to decide if they want to remain enrolled in the program. Provided that they have not used any of the benefits, new enrollees are welcome to disenroll at any time during the 30-day grace period. It is extremely important to note that the retirees and their family members can start using the program on the 1st day of the month following enrollment. For example, if they enroll at any point in November, their coverage effective date is December 1. Once a person enrolls, he or she is sent a welcome packet (an e-packet is also available). This packet includes an enrollment card and a Benefits Booklet. Although the enrollment card is helpful to have on hand for appointments, please note that it is not required to have services rendered. You can also view all of the program materials, including the benefits booklet, anytime at trdp.org.

There are five premium regions. Monthly premiums for a one-person enrollment range from $ $41.31 per month, $ $81.34 for a two-person enrollment, and $ $ for a family enrollment. An important thing to remember is that if you move from one ZIP code to another your premium rate may change. To find out your specific premium rate, simply visit trdp.org or call Delta Dental toll-free and use the automated IVR system.

10 Premiums Billing Premium prepayment
Mandatory allotment from retired pay EFT or recurring credit card required when allotment cannot be established. Forms located at trdp.org or register and log in the Consumer Toolkit Premium prepayment Two-month prepayment required upon enrollment Once allotment is established, we refund any remaining prepayment premium in the third month of enrollment TRDP premiums are collected automatically through retired pay deductions. The automatic deduction uses one of the six allotments authorized by Public Law and Premium payment via retired pay deduction is mandated by law "to the maximum extent practicable" and was not devised by Delta Dental or the DoD. If you do not receive retired pay, you will be required to set up an Electronic Funds Transfer from your checking account. As previously mentioned, a prepayment of two months premiums is required for enrollment. A monthly premium will be applied from the prepayment for each month of enrollment until automatic deductions or direct billing are initiated. Once a billing method is initiated, any unused portion of the prepayment will be returned to the enrollee. You can pay the two-month premium prepayment by check, money order or Visa/MasterCard/Discover.

Average premium you pay for a year of TRDP is $407 Average cost for routine exams, x-rays and cleanings is close to $492 Pay zero for these services when you see a network dentist TRDP coverage for basic services helps keep your money in your pocket The average single-person premium for Enhanced TRDP coverage is currently $ per year-- less than $35 per month. For this annual cost, the Enhanced TRDP provides coverage for two routine exams, one set of x-rays, and two cleanings at 100% of the program allowable amount. The average cost for these routine exams, x-rays and cleanings is around $492 without TRDP coverage. If you just go in and have those services done, you more than get your money back. It is all worth it and more as you get 2 cleanings, 2 exams and an x-ray covered at 100% of the program allowable amount; then, on top of that, you’d also get $1300 per contract year for covered services, $1200 per contract year for dental accidents and $1750 lifetime for orthodontic care. As you can see, enrolling in the TRDP and using it for even just the basic services makes good Dollars and Sense.

12 Program Features Large TRDP network with dentists locations nationwide
Annual maximum Enhanced Program: $1,300 Basic Program: $1,000 Deductible: $50 ($150 family cap) Dental accident coverage: $1,200 Enhanced Program only Coordination of Benefits The TRDP offers an expansive network of dentists. Currently, there are more than 240,000 provider locations nationwide. The enhanced program has an annual maximum of $1,300 per benefit year. For those in the basic program they have an annual maximum of $1,000 per person. The good thing to know is that the money that the program pays out for cleanings, exams and x-rays does not count against the annual maximum. Those services are in addition to the maximum! The deductible is $50 per person, per benefit year, with a family cap of $150 per family, per benefit year. It is important to note that the deductible doesn’t apply to some diagnostic and preventive services such as exams, bitewing x-rays and cleanings. A benefit unique to the enhanced program is dental accident coverage. Dental accident coverage has a separate annual maximum of $1200 per person per contract year. Most other dental plans will coordinate benefits with the TRDP. Coordination of benefits between the TRDP and your other carrier can often result in 100% payment of your dental bill.

In a 12-month period, the enhanced TRDP will cover 2 cleanings, 2 exams and 1 x-ray at 100% of the allowable amount. So, if you see a network provider, you won’t pay a penny for these services. (Basic covers 1 cleaning) For those enrollees who have type 1 or type 2 diabetes, they are allowed a 3rd cleaning in the 12 month period. Restorative services, such as fillings, are covered at 80% of the allowable amount. Endodontic services (such as root canals), Periodontic services (such as gum surgery), Oral Surgery services (such as extractions) and General Anesthesia are covered at 60% of the allowable amount.

New retirees who enroll within 4 months after their date of retirement and MOH recipients are eligible to skip the waiting period and receive coverage for major services upon their coverage effective date. Again, these percentages are based on allowable amounts, which is what a network provider would charge you.

Orthodontics are covered at 50% of the program allowed amount after a 12-month waiting period. While many dental programs cover orthodontics only for children, the TRDP has no age limit on orthodontics coverage. Orthodontic coverage is not subject to the annual maximum— it has a separate $1,750 lifetime maximum. It is important to note that in-process orthodontic treatment is covered. This can be a great benefit for active duty members approaching retirement. If their child has braces on at the time of their retirement, it is possible that they receive $1,750 coverage through the TDP and another $1,750 through the TRDP. To take advantage of this opportunity, new retirees would want to enroll within 4 months after their retirement date to skip the waiting period and be eligible for orthodontic benefits immediately. Ideally, one might want to enroll the month before they retire so as to avoid a lapse in coverage from the TDP to the TRDP.

16 TRDP Network Dentists More cost savings, best value, 22% savings puts money back in your pocket Accept the TRDP allowed fee as the maximum billing fee for covered services Charge only the applicable estimated cost share at the time of service Submit your claim to Delta Dental at no charge Two cleanings, two exams and one set of bitewing x-rays in a 12-month period with no cost share. Third cleaning covered for Type I and II Diabetic patients (Enhanced Program only) To save enrollees the most out-of-pocket money, Delta Dental offers a dentist network with over 240,000 participating dentist locations nationwide. These dentists belong to either the Delta Dental Legion or the Delta Dental PPO network. These network dentists have agreed to pre-negotiated fees and to submit all claims paperwork for you. For basic services like annual cleanings, exams and an x-ray, seeing a network provider ensures that you won’t have any cost share at all. For the more expensive and involved procedures (like crowns, partials and implants), seeing a network dentist ensures lower costs and provides you a cost-containment feature. Contrary to that, if you go to a non-network provider, there is no ceiling as to what they can charge you. We’ll still be able to pay the allowable amount, but then you are on your own for any cost shares and charges above and beyond the allowable amount. In addition to accepting the allowed fee and submitting your claim form for you at no cost, as well as adhering to strict quality of care standards, network providers have also agreed to only ask you for your cost share upfront. So, for example, if you get a crown, you’ll only need to pay your 50% cost share upfront and the network dentist will wait for the remaining 50% from the program. If you see a non-network provider, however, he/she can ask you for all of the money upfront and then you will wait for the check from the program.

You can visit the online dentist directory available on the TRDP web site, call our Customer Service line toll-free, or simply ask your dentist if he/she participates in either the Delta Dental Legion or Delta Dental PPO network. It is always a good idea to verify with your dentist prior to treatment that he or she participates, even if they are listed in the directory to make sure records are current. If a dentist is not participating and would like to find out how to participate, he or she can obtain information on the TRDP web site or call our Customer Service department.

18 Out-of-Network Dentists
Other Licensed Dentists: Delta Dental Premier® You pay any difference between the allowed amount and the Delta Dental Premier® dentist’s fee on file Non Delta Providers Bill you their normal fees and you pay the difference Fees are likely to be higher than TRDP allowed amount May not submit paperwork for you You may be responsible for full payment at the time of service If you choose to seek treatment from a non-network dentist, the TRDP will pay the same percentage for covered services but cannot guarantee the dentist’s fees. Out-of-network dentists will bill you for their normal fees, which most likely will be more than the program allowed amount. You will be responsible to pay the difference between the dentist’s fee and the TRDP allowed amount, plus your deductible, if applicable. If you choose to select a non-network dentist, you may want to consider a Delta Dental Premier dentist. Delta Dental Premier dentists do not participate in the TRDP network, but adhere to the same quality of care standards as other Delta Dental dentists, will submit your claims paperwork for you, and won’t charge you any more than their allowed amount. When verifying a network dentist’s status, it is important that enrollees specifically ask whether their dentist is participating in either the Delta Dental Legion or Delta Dental PPO network. Participating is different than accepting. If your dentist is not currently participating with the TRICARE Retiree Dental Program and you’d like to nominate him or her to join the network, please let us know by contacting our customer service department at our toll free number.

You can sign on to the online Consumer Toolkit® using your SSN and your date of birth to review almost every aspect of your enrollment, including enrollment status, specific benefits and coverage percentages, and the amount of your maximum and deductible that you have used to date. You can also sign up to go paperless and review your processed claims and reimbursements, account balance information and premium payment history, and even print an account statement for end-of-year tax purposes.
