3 OQSF Occupational or part qualification requires:
learner successfully completes a coherent and purposeful programme at a particular level on the NQF; and External Integrated Summative Assessment (EISA) to determine competence in the trade or occupation

4 QCTO Legal Mandate In terms of Section 26 (D) 4 and Section 26 (H) of the SDA – QCTO has the responsibility for issuing of trade and occupational certificates for qualifications registered on the OQSF sub-framework QCTO is mandated to ensure that these certificates are credible both nationally and internationally

6 QCTO Certification responsibilities
QCTO certifies occupational and trade qualifications registered on the OQSF Skills Development Act Section 26 D(4) – Trade Certificates Section 26H(3) (b) – Occupational Certificates NQF Act – NLRD data QC – responsible for Quality Assurance which includes certification QCTO Policies and Directives

7 SDP Responsibilities Registration of learners – correctness of data
Submission of learner registration data Submission of learner achievement data – completing the knowledge, workplace and practical requirements. (Establishing workplace link and verification of completing workplace requirement) Issuing of SOR to learners Gap closure - RPL

8 AQP Responsibilities Verify SOR issued by SDP for entry to EISA
Issuing of SOA to learners after approval of results by QCTO Submission of learner achievement data – EISA against QCTO approved format Gap closure and advice learners not competent/pass after EISA

9 What does the QCTO certify?
Two types of certificates: Occupational Certificates: for learners who have proven competence against occupational qualifications (including trades) or part qualifications Trade Certificates: for trades recorded on the NQF but without associated occupational qualifications

10 QAP Certification responsibilities
Qualification registered on the OQSF managed and quality assured by the Quality Assessment Partners (SETAs) and professional bodies as delegated by the QCTO are still certified by the QAPs QAPs ensures that certificates are issued by ensuring the integrity of the data as well as adequate security features Using of the SAQA hologram is no longer applicable

11 Certification The process which includes and acknowledges the entire Quality Assurance cycle to make a decision on the issuing of a certificate: Learner - A document issued by the QCTO indicating attainment of an occupational qualification or part qualification registered on the OQSF Quality Partners – Accreditation or approved delegations status – body or institution have the capacity to fulfil a particular function in a QA system - linked to a period

12 The QCTO Certificate Implemented the QCTO certificate in April 2016
Security features to ensure the integrity and value of the award Purpose of anti-counterfeit features: To enable the authentication of a document; and To act as a deterrent to anyone considering counterfeiting a document, based on the difficulty or cost involved set against the likelihood of detection and therefore prosecution.

13 The QCTO Certificate Through implementing security features counterfeiting and forgery of certificates are prevented in order to ensure that the public, training institutions (SDPs) and employers maintain their faith in the certification process Cost of base stock is considered in printing of certificates

14 Qualification Certificate
When the certificate is held to the light, the paper reveals the RSA Watermark and also have invisible fibers Guilloche Pattern with a boarder printed from silver to red RSA coat of Arms printer in full colours Laser perforation of Serial Number Micro Text printing Document serial number – bleed through ink Foiling in different colours

15 Approval/Accreditation Certificate

19 QCTO Verification services
QCTO – Policy on verification of authenticity of certificates it issues and qualifications obtained Registered clients with the QCTO – service available to general public – employers – learning institutions – both nationally and internationally (DIRCO) Verification of accreditation certificates – SDP and Assessment Centre

20 QCTO Verification services
QCTO has an approved operating procedure with regard to verification services The client requesting verification should contact QCTO directly on address The client will sign a SLA with QCTO that outlines responsibilities in the process
