OPERATIONS BEGAN 2003 HW DISPOSAL CONTRACT IN PLACE NO DRMS PERSONNEL IN COUNTRY SUPPORTED BY FST-P (HAWAII) 25,492 KG WASTE REMOVED TO DATE ZAMBOANGA – EDWIN ANDREWS AFB CONTRACTUAL HW PICKUP POINT Globecare Services Incorporated is performing the recycling and disposal efforts in the Philippines. Some of the waste will be disposed of in country by incineration through Globecare and affiliate cement companies, Republic Cement Co. for POL liquids and rags, and for POL solids, Republic Cement and Union Cement Co. Lead acid batteries will be recycled by Philippine Recyclers Inc. in Manila. However, Lithium batteries, Ni-Cd batteries, pesticides and ethylene glycol will go out of country to SAVA GmbH company in Germany. Globecare has all the requisite permits and Basel requirements met for third country disposal of OEFP hazardous waste. Deployed: 7 civilians, 1 reservist, and 2 active duty 3 permanent DRMS civilians: 2 UAE and 1 Bahrain Adding additional personnel to stand up a second centralized site in Iraq DRMS COLLECTION SITES UNDER SWA HW CONTRACT

8 OIF - KUWAIT OPERATIONS IN KUWAIT SERVED AS THE MODEL
TO SET UP OPERATIONS IN IRAQ CAMP DOHA HAZARDOUS WASTE AND EXCESS PROPERTY FROM IRAQ WILL INITIALLY FLOW TO KUWAIT FOR DISPOSAL OR DISPOSITION CAMP ARIFJAN DRMS currently has six personnel deployed as part of the DCST in Kuwait at Camp Arifjan (1 DRT Reservist and 5 Civilian). In addition, DRMS has one civilian deployed to Camp Arifjan, Kuwait as part of the DDOC team. The Camp Arifjan facility serves as the centralized collection point for excess property. The Camp Doha facility serves as the centralized collection point for Hazardous waste and hazardous material. The two air bases, three ports, and six northern camps (Camp Virginia, Camp Victory, Camp New York, Camp Udari, Camp New Jersey and Camp Pennsylvania) are all covered out of the Camp Arifjan facility. The two air bases are scheduled to close in October Camp Doha is scheduled to close in 2005 with all functions transferring to Camp Arifjan A sale catalog for tires, batteries, and anti-freeze was issued and bids were conducted in December 2003 Sale for used brass (over 550K pounds), tank track, and M-series vehicles with demil as a condition of sale had bid openings December 16 Award of the sale has been delayed: request for permission to hold sale not released and reimbursement issues DRMS PERMANENT SITE COLLECTION SITE COVERED BY MOBILE TEAM DEBARKATION PORT COVERED BY MOBILE TEAM

9 OIF - IRAQ ? TAJI Q West Tikrit LSA ANACONDA (BALAD AB)
SPIECHER (TIKRIT) LSA ANACONDA (BALAD AB) AL ASAD ? TAJI Fallujah CAMP VICTORY (BIAP) Iraq is not under the current SWA HW disposal contract. DRMS planned to utilize the AMC LOGCAP contractor to manage all facilities in Iraq. The contractor was scheduled to take over operations in Iraq in April 2004. LSA Anacona (Balad AB) and Al Asad are the centralized collection points (CCP) and the other sites are satellite accumulation points (SAP). DRMS will provide full-time personnel to perform COR functions at the centralized collection points. The second centralized site was switched from Tallil AB to Al Asad in February It has come to DRMS attention that the Marines may want the second site at an alternate location at TQ (Camp Ridgeway) which is the most dangerous location in Iraq. LSA Anaconda is currently operational for HW and unserviceable excess property (serviceable excess property is to be turned-in to the Army SSA). DRMS has personnel in Mosul overseeing site preparations and it should be opened in March DRMS will depart Mosul after opening and send the personnel to the CCP at Al Asad. DRMS will not open any additional satellite accumulation points. Hazardous waste will have to accumulate in Iraq until full or be transported to Kuwait for disposal – DRMS does not have disposal authority in Iraq, there are no approved disposal facilities in Iraq, and there is no Basel Agreement in place to ship the HW to Kuwait for disposal. 10 IRAQ STATUS • USE OF INCINERATOR AT LSA ANACONDA BEING EXPLORED
LSA ANACONDA IS OPERATIONAL FOR HW AND UNSERVICEABLE EXCESS PROPERTY PERSONNEL DEPLOYED IN DECEMBER 2003 MOSUL SHOULD BE OPERATIONAL IN APRIL PERSONNEL DEPLOYED TO MOSUL IN JANUARY 2004 SECOND CENTRALIZED SITE IN IRAQ NOT YET SELECTED BY CJTF-7 LOCAL HW DISPOSAL SOURCES ARE BEING AUDITED • USE OF INCINERATOR AT LSA ANACONDA BEING EXPLORED DRMS has 2 civilian and two reservist at LSA Anaconda. LSA Anaconda Site improvements were supposed to be completed by 15 Dec, but did not start until 15 Dec. DRMS was informed by the 168th Engineer Group and the 130th Engineer Battalion that the original timeframe could not be met because horizontal construction assets and concrete were diverted to higher priority projects. DRMS sent three personnel to Mosul, Iraq in January Site improvements commenced in January 2004 but have been delayed by rain. The DRMS plan was to pull out of Mosul in April 2004 when the LOGCAP contractor or the Army takes over operations. DRMS may stay in Mosul longer than April 2004 if requested by CJTF-7 and the site at Al Asad is not opened simultaneously.
